Invitation To Tender: BVSC’s Accountants/Auditors
  1. Introduction

BVSC is a registered charity No 218795 and a company limited by guarantee No 421688, our average income over the past couple of years has been in the region of £3m - £4m.

BVSC are looking to appoint a firm of accountants/registered auditors with proven ability in producing accounts in accordance with statutory and regulatory guidelines that govern the third sector and providing BVSC with professional advice and support as required.

  1. BVSC Structure

BVSC has three companies-BVSC: a charity and a company limited by

Guarantee (The primary/parent company)

-BVSC Enterprises: a company limited by guarantee

-TMCO Birmingham and Solihull a company limited by guarantee

BVSC the charity runs a number of programmes funded from a variety of sources including, Big Lottery, national, local government, European, private sector, public sector and trust funding.

Some of these funding regimes have their own guidelines on accounting for the funds given to programmes; our accountants need to have an awareness of these guidelines.

BVSC the charity provides a payroll bureau service and a financial and HR service to small voluntary and community organisations.

BVSC Enterprises is the charity’s trading arm and runs BVSC’s conferencing and events management services.

BVSC Management services is currently a dormant company.

TMCO Birmingham and Solihull is a company that has been set up as a delivery arm to the BIG Lottery funded Talent Match Programme and will employ young people on placements as part of the delivery of the programme.

BVSC has5 bank accounts that cover the various activities of the companies.

Dynamics (Great Plains) is the accounting package used by the organisation, with payroll on the Opera system.

  1. Services Required

A full auditing service will be required. Covering the following:

  • External audit of the books of account – general ledger, sales ledger, purchasing ledger, payroll and petty cash.
  • Audit and support the preparation of statutory accounts in accordance with legal and regulatory requirements for the four companies mentioned under point 2.
  • Ensure BVSC complies with all existing and any changes to legal and regulatory requirements.
  • Produce an auditors report and sign off the accounts
  • Advice on legal and tax matters as and when required.
  • Provide an audit function to individual projects as and when required by the funders of the project
  • Produce a management report on the systems in operation at BVSC and make any relevant recommendations
  • Provide advice and audit the external organisations for which BVSC provide an accounting service, as and when required.
  • Provide a named person as BVSC’s contact.
  • Advise BVSC to ensure effective and proper audit arrangements.
  1. Specification

In being considered for appointment, the following criteria will be used by BVSC:-

  • A proven track record in auditing accounts for ‘non-profit-making’ voluntary organisations operating both as registered companies and charities.
  • Proven knowledge of reporting requirements under Company & Charity Law.
  • A proven understanding of voluntary sectors reporting and financial management requirements.
  • The tenders must evidence that their organisations ethos adheres to and practices equality of opportunity
  • Proven evidence of being computer literate and working with a range of specialist software packages.
  • The Accountants must be registered with the Institute of Chartered Accountants.
  • A budget for the work detailed above inclusive of VAT

In addition:

  • Your interpretation of the services required and the methodology you would use to deliver these services.
  • Details of two voluntary organisations for whom similar work has been carried out who will be willing to submit written references.
  • Copies of you accounts for the last two years

The contract will be for a three-year period and may be rolled over for a further two years and will be reviewed annually subject to performance.
