REQUEST FOR QUALIFICATIONS

PROFESSIONAL THERMAL ENGINEERING SERVICES

The Somerset Raritan Valley Sewerage Authority (SRVSA) is issuing a Request for Qualifications (RFQ’s) from engineering firms or engineers licensed to practice in the State of New Jersey to provide professional thermal engineering services to the SRVSA. In addition to general thermal engineering, the firm or engineer must have knowledge and experience in environmental permitting and compliance issues related to air emissions, must have proven expertise and experience in all phases of thermal/incineration treatment, operation, design, permitting, construction/inspection, planning, sludge/ash management and disposal and other thermal/incineration/air emission engineering as needed for the SRVSA from February 5, 2018 to February 4, 2019.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.

Proposals will be evaluated by SRVSA on the basis of the most advantageous, price and other factors considered. The evaluation will consider:

a. Experience and reputation in the field;

b. Knowledge of the SRVSA and the subject matter to be addressed under the contract;

c. Availability to accommodate any required meetings of the agency;

d. Designated professional and support staff and location of firm’s offices;

e. References in general;

f. Compensation proposal; if used, please state what percent multiplier will be used to calculate billing to the SRVSA.

g. Other factors if demonstrated to be in the best interest of the SRVSA.

Selection of Thermal Engineer shall be based solely on the SRVSA’s evaluation of the submitted material and the criteria set forth in this document. The SRVSA reserves the right to negotiate the terms and conditions of the contract with the successful firm or firms to obtain the most advantageous outcome for the SRVSA.

Proposals (three copies) should be submitted in writing in a sealed envelope bearing the name and address of the Proposer and the words “Thermal Engineering Services”. Proposals shall be sent to the Somerset Raritan Valley Sewerage Authority, 50 Polhemus Lane, Bridgewater, NJ 08807 no later than Tuesday, January 9, 2018 at 2:00 P.M., at which time all proposal shall be opened.
