INVITATION FOR TENDERS

PROCUREMENT OF VEHICLE AND EQUIPMENT

This Invitation for Tenders follows the General Procurement Notice for this project, which was published on EBRD website, Procurement Opportunities on March 8, 2010.

The City of Dushanbe (Purchaser) hereinafter referred as the Purchaser, intends to use part of the proceeds a Loan and Grant from the European Bank for Reconstruction and Development (the Bank) towards the cost of Dushanbe Solid Waste Management Project.

The Purchaser now invites sealed tenders from suppliers for the following contracts to be funded from part of the proceeds of the Loan and Grant:

Lot 2.1 (DSWMP-GDS-02-01): Compacting waste trucks-11 units, vehicle with water tank-5 units and dump truck-1 unit

Lot 2.2 (DSWMP-GDS-02-02): 60 ton weigh bridge - 1 unit, wheel loader-1 unit, bulldozer-1 unit, compactor-2 units and 5 ton capacity beam crane - 1 unit

Lot 2.3 (DSWMP-GDS- 02-03):Minibus-5 units, covered van-1 unit, equipment for waste fluorescent lamps-1 unit, and personal health and safety equipments

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for one more than one Lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contract to be financed with the proceeds of the Loan and Grant from the Bank is open to firms from any country.

To be qualified for the award of a contract, renderers must satisfy the following minimum criteria:

Lot 2.1

a) Average annual turnover is not less than USD 3.2 million, calculated as total certified payments received for contracts in progress or completed, within the last threeyears.

b) Experience as Supplier, in at least three contracts within the last fiveyears, each with a value of at least USD 1.0 million that have been successfully and substantially completed and that are similar to the proposed Goods.

Lot 2.2

a) Average annual turnover is not less than USD 2.5 million, calculated as total certified payments received for contracts in progress or completed, within the last three years.

b) Experience as Supplier, in at least three contracts within the last fiveyears, each with a value of at least USD 0.8 million that have been successfully and substantially completed and that are similar to the proposed Goods.

Lot 2.3

a) Average annual turnover is not less than USD 0.6 million, calculated as total certified payments received for contracts in progress or completed, within the last three years.

b) Experience as Supplier, in at least three contracts within the last fiveyears, each with a value of at least USD 0.2 million that have been successfully and substantially completed and that are similar to the proposed Goods.

Suppliers will have to deliver the goods within the timeframe of 4 months from the date of subsequent contract entering into force.

Tender documents for may be obtained from the office at the addressbelow upon payment of a non-refundable fee of USD 150 or its equivalent amount in a convertible currency by cash or bank transfer to the account:

Uponreceiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by curries, however, no liability for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tender of appropriate evidence of payment of the non-refundable fee ,in the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of 2.5% of the total tender price in USD or its equivalent amount in a convertible currency.

Tenders must be delivered to the office at the address below on or before 16 August 2010 at 10.00 A.M(local time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
