Guide and application form for joining existing Commitmentsof the Action Group D4 on INNOVATION FOR Age-friendly, BUILDINGS, CITIES & environments

Foreword

Stakeholders who wish to be involved in the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA), with a view to contribute to the implementation of its Strategic Plan, have an opportunity to do so through the following means:

  • by submitting an application to join existing commitments of the six existing Action Groups of the Innovation Partnership;
  • by becoming a Reference Site;
  • by getting involved in the Marketplace for innovative ideas.

The aim of this document is to clarify how to become part of the Action Group D4, which is committed to implement innovative solutions to develop environments that are more age-friendly and promote an active and healthy living, along the lines described in the Action Plan.

Joining D4 Action Group

In response to the Strategic Implementation Plan of the EIP on AHA, the Commission launched its first invitation for commitments on 4 February 2012, and a second round on 14 January 2013.

As at this stage no new invitation for commitments is foreseen in 2015, potential interested stakeholders have the opportunity to become part of D4 Action Plan on Innovation for age-friendly, buildings, cities and environments by joining an existing commitment led by a D4 Action Group member.

This possibility is open to both single organisations and groups of organisations joining the same commitment together. Prospective applicants need to fill-in the application form (see annex 1).

All applications to join the D4 Action Group must include a commitment to support the delivery of one or more of the key deliverables.

Each new organisation that commits to support and contribute to an existing commitment has to fulfil the same general criteria and EIP principles (see annex 2), which were requested to stakeholders applying to the 1st and 2nd invitation for commitments, and to prove their capacity to give a concrete added value to the existing commitment.

Application process

Receiving initial information

For basic information regarding Action group D4 and the procedure to join an existing commitment, interested organisations can contact Evert-Jan Hoogerwerf () who supports the Action group on behalf of the PROEIPAHA project.

Analysing D4 Action Plan and existing commitments

Before submitting, please obtain more information about D4 Action plan and existing commitments.

  1. Consult the D4 Action Plan to obtain generalinformation regarding the D4 Action Areas to which your commitment shall contribute.
  1. Consult specifically the “D4 ActionPlan – Annex”and existing commitmentsto know what existing commitments your organisation can join.
  1. Contact the commitment leader to discuss your participation.

Submitting your commitment

  1. The applicant(s) should fill-in the membership application template (see annex 1)

2.You can submityour commitment by sending the below application (annex 1) form . Please make sure that you fill in all of the questions in the Application form.

Evaluating applications

The submitted application form will be assessed by the coordination group of the D4 Action Group in terms of bringing a meaningful contribution to the delivery of the D4 Action Plan and in terms of meeting the EIP criteria listed in annex 2. The submitted application will also be reviewed andvalidatedby theEuropean Commission and the commitment leader.

The organisation submitting an application will receive a response within 30 days afterthe application.

Applications which are favourably assessed will be invited to join the D4 Action Group.

Stakeholders, whose applications do not meet all of the conditions listed above, will be invited to develop their applications further.

Action Area 2 – Networks Promoting an EU Covenant on Demographic Change
2-1. Regions are supported to orientate public policy and resource allocation decisions within political, health, economic and social systems, and to provide more responsive care delivery. / A set of principles and guidelines adapted to the EU context that will be used as a basis for the proposed covenant.

Annex 2: General criteria for commitments

A. Engagement– underwriting the Partnership and its objectives and criteria, specifically:

(1) demonstrating a clear link towards the Partnership's headline target (HLY), as well asthe three general objectives of the EIP,

(2) identifying key barriers and demonstrating its contribution to overcoming them,
(3) fostering use of innovative solutions by clearly demonstrating the element of innovation in any of its forms (e.g. product, tools, services, process and social innovation).

B. Inclusiveness and Partnership– widely involving all relevant actors and constituencies:

(1) identifying existing partnering stakeholders and areas of their ongoing cooperation incarrying out actions, as well as describing the complementarity among all parties,
(2) identifying additional potential partners to cooperate in order to implement an action.

C. Delivery–timely delivery of agreed outcomes/outputs, demonstrated by:

(1) clearly describing a level of substantial contribution, direct or indirect, towards the overall target deliverable of the D4 Action Plan,
(3) identifying key milestones and indicators to measure progress of the commitment,
(4) defining precise timeline and schedule of the activities contributing to the implementation of the commitment.

D. Critical mass– sufficient, concrete and measurable resources to carry out the actions of the commitment, such as:

(1) financial resources,
(2) human resources,
(3) know-how and in kind contributions,
(4) other, e.g. organisation of meetings, engagement of relevant constituencies through networking, advocacy and leadership, pledges.

E. Advocacy– inspiration and political support for all participants including:

(1) motivating other relevant parties and/or constituencies to be involved in the action,
(2) openness and disclosure of full information about the action and its results,
(3) media campaigns and public presentation.

European Innovation Partnership on Active and healthy Ageing – APPLICATION FOR Joining Existing Commitments

Objective

The objective of this exercise is to receive applications for joining existing commitments of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA), under the responsibility of the Head of Unit 02 "Economic analysis” Directorate-General for Health and Food Safety, European Commission..

As this online service collects and further processes personal data, it is subject to data protection rules as established by Regulation (EC) 45/2001[1].

What personal information do we collect and through which technical means?

Personal data collected and further processed are only those data which are necessary for the management of the applications (such as name, surname, organisation name, postal and e-mail addresses, phone number), as well as the information concerning the projects implemented by the applicant.

The processing operations on personal data linked to the management of this consultation are necessary for the functioning of the Commission as mandated by the Treaties, and more specifically by Articles 5 and 13 TEU and Articles 244 - 250 TFEU.

Who has access to your information and to whom is it disclosed?

The data will be processed by members of the Units of the European Commission organising the exercise inside DG SANTE, DG CNECT and IPTS / JRC. The data will also be processed by the grant beneficiary Proeipaha consortium acting as Processor, whose aim is to support the Commission in the implementation of the activities related to the EIP on AHA..The European Commission will not share personal data with third parties for direct marketing purposes.

All received applications, together with the identity of the contributor, will be published on the Internet, on the online Marketplace of the EIP on AHA (European Innovation Partnership on Active and Healthy Ageing), unless the contributor objects to publication of his/her personal data on the grounds that such publication would harm his or her legitimate interests. In this case, the contribution may be published in an anonymous form. Any objections concerning publication of personal data should be sent to the service responsible for the consultation (see Contact information below).

How do we protect and safeguard your information?

Received applications will be recorded in a secured and protected database hosted by the Data Centre of the European Commission, the operations of which abide by the Commission's security decisions and provisions established by the Directorate of Security for this kind of servers and services. The database is not accessible from outside the Commission. Inside the Commission, the database can be accessed using a UserID/Password.

The personal data will be recorded by Proeipaha consortium whose aim is to support the Commission in the implementation of the activities related to the EIP on AHA. The contractor Proeipaha, acting as processor, has to guarantee the security and confidentiality of the information as required by Regulation (EC) 45/2001.

HOW LONG DO WE KEEP YOUR DATA?

If your application is accepted, your personal data will be retained by the Commission for the duration of the European Innovation Partnership on Active and Healthy Ageing (part of the Europe 2020 strategy), unless you request the deletion of your personal data by contacting the support team (see Contact information under section 7).

The personal data recorded in the database managed by the Proeipaha consortium will be retained only for the duration of the contract. The contractor Proeipaha will destroy such data at the end of the contract.
