INTRODUCTION
The team of Special Cell under the supervision of Sh. Manishi Chandra, ACP, Special Cell, Lodhi Colony and in the leadership of Inspr. Umesh Barthwal and Inspr. Neeraj Kumar, has arrested one notorious interstate gangster and leader of interstate Mewati gang of robbers/dacoit Mohd.Farooq s/o Mohd. Harun R/O Vill. Adbar PS Nuh Dist. Mewat. Age. 35 Yrs, He was carrying a reward of Rs. 50,000/- declared by Commissioner of Police, Delhi. He was wanted in 4 cases of dacoity, robbery and carjacking in Delhi.
The team of Insp. Umesh Barthwal and Insp. Neeraj were working on the different Mewati gangs who are active in Delhi for the last 4 months. Information was received by Inspr. Umesh Barthwal that Mohd. Farooq r/o Mewat, Harayna, involved in several case dacoity and robbery in Delhi, is hiding in Rajasthan, Gujarat and Haryana to evade the police dragnet. This information was further developed and on 25.01.2013 specific information was received that Mohd. Farooq has fled away from Rajasthan and is hiding in Surat, Gujarat. On this information a team was formed and the teams worked in Surat day and night. On 30-1-2013, Farooq was apprehended from Ram Nagar Crossing, Rander, Surat City Gujrat. During interrogation accused Mohd.Farooq above confessed about his involvement in case of robbery at Hira Jewellers Pitam Pura Delhi in the month of June 2012 registered vide Case FIR No 144/12 u/s 392/397/307/411/34 IPC PS Maurya Enclave Delhi, along with his brother Mohd. Arif and others associates namely, Aslam, Mushtaq, Wahid, Sunil, Sakim and Shahnawaz. One of the accused namely Arif was the brother of Farooq, who was killed at the spot in the firing.
INCIDENT
In the intervening night of 3/ 4.6.2012 at around 3.45 AM, one Bolero stopped at Road No. 41, near Hira Jewellers shop, Pitam Pura, Delhi. Two young boys came out of it and tried to broke open the locks of another Bolero Jeep bearing No. DL4C-NB-5547 which was parked on the slip road in front of Hira Jewelers shop. That Balero Jeep was of Hira Jewellers meant for transporting jewelry items of Hira Jewelers. Two on duty guards namely Krishan Kumar and Lalit Kumar employees of Heera Jewellers got suspicious of their activities and warned them to go away. The accused warned both the guards to keep quiet and threatened them to shoot if they dare to resist. A few second later, one of the alleged persons opened fire at both the guards. In the meantime, one of the alleged persons was successful in breaking the locks of Bolero jeep and was also able to start the ignition using a master key. As he started moving, both the guards fired on the vehicle’s tyre in order to stop it and one bullet fired by the guard hit the robber driver straight into the head. On seeing this, rest of the gang members left the spot immediately. The Bolero which was robbed hit the pavement and one of its tyres got damaged due to over skidding. Meanwhile police patrolling party on E.R.V. reached the spot and informed the P.C.R. Local police also reached the spot and found the dead body of the robber at the driving seat of the Bolero, bearing No DL4C-NB-5547. In this matter, case vide FIR No. 144/12 u/s 392/397/307/411/34 IPC PS Maurya Enclave was registered.
During investigation accused persons members of a notorious gang of criminals of Mewat region of Haryana namely Mohd. Aslam, Mustaq, Wahid, Sakim, Shahnawaz, Sunil Kumar were arrested. Faruq r/o Mewat, Haryana was absconding and a reward of Rs 50,000/- was declared on his arrest by Delhi Police.
NAME AND PROFILE OF ACCUSED
Mohd.Farooq s/o Mohd Haroon R/O Vill. Adbar PS Nuh Dist. Mewat.Haryana. He studied in Madarsa Jamia Rahimia Mehendian behind G B Pant Hospital till 1995. Thereafter he ran a grocery shop in his village. In the year 2000, he was in his laws place when he came in contact with one notorious cattle lifter Javed s/o Noor Mohd r/o Punhana. Javed provided him one Katta when they were going to commit a robbery in Punhana. Police intercepted their vehicle and apprehended Javed. Farooq tried to run away and fired upon the police team. Police also fired upon him and he was shot in his leg. There after he was arrested in PS Punhana, along with his associates.
He remained in Gurgaon Jail for about one year during this time he became infamous in Mewat region, for firing upon the police and was joined by other gangs involved in robbery and dacoity. In jail he came in contact of Shahid of Vill. Nawli in jail. Shahid was in jail for a murder and Wahid used to visit him in jail. Shahid and Wahid are brothers and are known criminals of Mewat region. After release from jail he contacted Wahid and formed a gang to commit crime. In 2004 while he was working as scrap dealer in Saket, Delhi, he was arrested by Haryana Police in an Arms Act case registered at PS Sadar Gurgaon. He was also arrested in a truck theft case from PS Tawru, Mewat, along with Wahid. After release from jail they again reorganized their gang and Shakim, Shahid, Aslam and Mustak joined gang. During this period they have committed several crime in Delhi alongwith their gang members.
He a very desperate criminal and known for attack upon the police party. He changes his hideout very swiftly and does not uses mobile phone. He has his hideout in Bharatpur area in Rajasthan and Surat Gujrat.

BRIEF FACTS OF THE CASES:
1. Case FIR No.320/11 dated 23.10.2011 u/s 382/34 IPC PS Kirti Nagar Delhi :-
On 23.10.2011, 4-5 days before 2011 Diwali, Mushtaq alongwith Sunil Kumar s/o Sh. Ram Bhajan R/O Firoz pur Punjab, Wahid, Mohd.Farooq R/O Village Adbar, Mewat Haryana, Shakim s/o Aashu r/o Village sarekalan, Mewat Haryana and Aslam reached Kirti Nagar Timber Market in a Dumpher Truck. Wahid and Mohd.Farooq were armed with country made weapons. He alongwith Sunil, Wahid and Mohd.Farooq took control of a Trailor truck parked in the market and also over powered the driver sleeping in the Truck. Country made weapons were used by Wahid and Mohd. Farooq to frighten the driver.
2. Case FIR No.83/12 dated 25.3.2012 u/s 382/34 IPC PS Shahdra Delhi :-
On 25.3.2012, in the last week of March 2012, He alongwith Sunil Kumar , Wahid, Shakim, and Mohd.Farooq, reached Lakkad (wood) Market Shahdra in a Dumpher Truck. Wahid and Mohd.Farooq were armed with Iron rods. He along with Sunil, Wahid and Mohd.Farooq over powered the two persons sitting in a truck, and took control of the truck and drove away the truck and dumped the two abducted persons after a distance.
3. Case FIR No.76/11 dt. 3.4.2012 u/s 379 IPC PS Mundka Delhi :-
On 3.4.12, he along with Wahid, Sunil Kumar, Mohd.Farooq, and his brother Aarif, Aslam(brother in law of Wahid) and one Shahnawaz r/o Sambhal, UP, reached Mundka Delhi in a Tempo. They stole one truck from Rohtak road, Mundka

Maurya Enclave Delhi:
In the month of June 2012 he alongwith Wahid, Sunil Kumar, Mohd. Farooq, and his brother Aarif, Shakim, and Shahnawaz r/o Sambhal, UP, reached Delhi in Bolero and stayed with Aslam. Wahid told them that Aarif stole this vehicle. Next day they all planned to rob/steal another vehicle. Accordingly they reached near Madhuban Chowk Pitampura and parked their Bolero on the service road near Hira Jewellers shop, Pitam Pura after seeing another Bolero vehicle parked. Wahid and Mohd. Farooq were armed with country made weapons. They saw two guards sitting in front of the jewellery showroom. Wahid told us to take position nearby, so that guards can be over powered if they resist. Then Wahid and Aarif came near the Bolero jeep belonging to Hira Jewellers and tried to break open the locks. One of the guards got suspicious and warned them. On this Wahid took out his country made weapon and threatened the guard to keep quiet, or they will be shot. As the guard tried to position himself, Wahid fired at him. Then 1 or 2 shots were fired by security guards side. They all ran away in their Bolero and Aarif sat in the Bolero jeep belonging to Hira Jewellers. Next day they got to know that Aarif died due to firing by the guard.
Further interrogation is underway.

ATTEMPT TO MURDER CASE WORKED OUT WITHIN 24 HRS.
HIGHLIGHTS:
- Accused Naveen @ Vicky age 35yrs arrested by the staff of PS Bawana.
- Knife used in commission of crime recovered from his possession.
- Attempt to murder caseworked out.
BRIEF FACTS:-
With the arrest of Naveen @ Vicky (age 35 yrs) S/o hokum Chand R/o H.No. 365, VPO- Dariyapur, Delhi, the staff of PS- Bawana had solved a attempt to murder case of PS-Bawana within 24 hours of its occurrence, that took place on the night of 30.01.13
INCIDENT:-
On 29/01/2013 at about 11:30 PM, an information regarding quarrel was received at PS-Bawana. At the spot it was revealed that one injured namelyVinod Kumar S/o ishwar singh R/o VPO- Holambi Khurd, Delhi was addmittedin MB Hospital, Pooth Khurd, Delhi. Vinod Kumar stated that Naveen @ Vicky had grudges against him,who came to his house and started quarrelling with him and slit his throat with a knife. A case vide FIR No. 46/13 u/s 307 IPC was registered at PS-Bawana.
INVESTIGATION:-
A team under the supervision of Sh. K P S Malhotra, ACP/Bawana comprising of Insp. Satish Kumar, SHO/Bawana, SI Uday Singh, Ct Vinod and Ct Wazir was constituted to apprehend the accused. Local police swung into action and raids were conducted at various places to nab the culprit, secret informers were also deployed. On 30/01/2013, a secret information was received by Si Uday Singh that the accused Naveen will visit Vill- Dariyapur to meet someone. Immediately a trap was laid and the accused Naveen was arrested. At the instance of accused Naveen, the weapon of offence, i.e. Knife was also recovered from his possession.
INTEROGATION:-
During the course of interrogation, accused Naveen disclosed that he had doubt that his wife is misguided by Vinod and his wife and due to this he had developed grudges against him and he had decided to eliminate Vinod.

1. Accused Naveen @ Vicky S/o Hukum Chand R/o h.no. 365, VPO- Dariyapur, Delhi age 35 yrs is a driver by profession and his involvements are being verified.

Whereas, there have been frequent instances and complaints of traffic congestion caused by the movement of heavy and medium goods vehicles in the NCT of Delhi, it is necessary to ensure smooth flow of traffic and prevent congestion besides inconvenience to motorists and other road users on account of movement of heavy and medium goods vehicles which cause congestion and also endanger the life and safety of other road users particularly on National Highway No.8, National Highway No.24, Grand Trunk Road(Shahdara) and Wazirabad Road.
And whereas in view of the problems of traffic congestion on these important highways and arterial roads it is necessary to regulate the movement of traffic in larger public interest, maintenance of public order and for the convenience and safety of all road users on these roads.
Now, therefore, I, Sharat Kumar Sinha, Deputy Commissioner of Police, Traffic (Hdqrs.) Delhi in exercise of the powers conferred upon me under regulation 30(1) of the “Delhi Control of Vehicular and other Traffic on Roads and Streets Regulation, 1980” do hereby prohibit the entry, plying and idle parking of Heavy and Medium Goods Vehicles during peak hours from 7.00 AM to 11.00 AM and 5.00 PM to 10.00 PM on the following mentioned roads:-
