Project location: Ohio 117/309 from just west of the Interstate 75 interchange to Bowman Road, east of Lima

Construction Schedule: Spring 2013 to fall 2013 (One construction season; constructed as part of the Interstate 75 reconstruction project)

Reason for the project

·  This area of Ohio 117/309 has been identified as a safety/congestion location on ODOT’s Highway Safety Program listing.

·  Rear-end and angle accidents occur along the route, most often at high-volume driveways and primarily during left-turn movements

·  By managing access points throughout the corridor and controlling left-turn movements, safety will be improved as well as traffic flow.

Project Description

Main features of the project:

·  Portions of the pavement on Ohio 117/309 will be completely replaced

·  Curb and drainage will be added along both sides of the roadway throughout the corridor

·  A six-inch high concrete median curb will be constructed down the center of Ohio 117/309 from west of Saratoga Avenue to the west side of Mt. Holyoke Avenue.

·  U-turns will be provided on Ohio 117/309 at the following locations:

·  Near Saratoga Avenue (westbound to eastbound only)

·  Willard Avenue/Ohio 117 and Ohio 309 intersection (for both directions)

·  Mt. Holyoke Avenue and Ohio 309 intersection (eastbound to westbound only)

·  Dedicated right-turn lanes on eastbound Ohio 117/309 will be constructed at the following intersections:

·  Ohio 117

·  Eastgate mall drive

·  Lost Creek Boulevard

·  Bowman Road

·  Sidewalks will be constructed at the following locations:

·  North side

§  Interstate 75 to Willard Avenue

§  Lost Creek Boulevard to Devonshire Drive

·  South side

§  Interstate 75 to the Allen County Fairgrounds main entrance

·  Traffic signals will be upgraded, installed or removed as indicated at the following intersections:

·  Kibby Street/Bellefontaine Avenue/Leonard Avenue (upgraded)

·  Ramps at southbound Interstate 75 (new signal)

·  Ramps at northbound Interstate 75 (new signal)

·  Saratoga Avenue (removed)

·  Willard Avenue/Ohio 117 (upgraded)

·  Mt. Holyoke Avenue (upgraded)

·  Lost Creek Boulevard (upgraded)

·  Devonshire Drive (upgraded)

Maintenance of traffic

·  One lane in each direction will be maintained during construction between Kibby Street and Bowman Road.

·  Access to and from Interstate 75 will be maintained for the majority of the time. Short-term ramp closures may be necessary. Signed detours using adjacent interchanges will be utilized.

·  All lanes on SR 117/309 from Willard Avenue (Speedway Gas) to the east will be open during the Allen County Fair, August 16-24, 2013 and work will be suspended between the hours of 7 a.m. and midnight east of the Willard Avenue intersection.

·  Following a 45-day closure of the ramps at Fourth Street, traffic traveling westbound on Ohio 309 from the east wishing to access Interstate 75 may take Lost Creek Boulevard, Ohio 117, Greely Chapel Road and Fourth Street back to Interstate 75 as an alternate route to avoid Ohio 309.

·  Access to businesses will be maintained at all times during construction.
