TITLE: Change & Implementation Manager
TEAM/PROGRAMME: Management, Mali / LOCATION: Roving – 1 month in Bamako and then 2 to 3 weeks in each Field office
GRADE: TBC / CONTRACT LENGTH:6 months extendable
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Change and Implementation Manager is responsible to:
  1. Provide expertise to the field managers to provide a more strategic vision on the management of the Field Offices.
  1. Facilitate and guide the development of comprehensive, viable unified organisation designs and programme management frameworks at Country Office level, in line with SCI’s policies.
  1. Support the rollout of policies and procedures and the implementation of action plans (E.g. Audit report recommendations) through follow up field visits to observe, obtain feedback, and make recommendations.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
At the beginning of the assignment, the incumbent is expected to spend one month in Bamako, defining the activities to be carried out to improve the CO compliance against the General Assurance Audit Recommendations with the SMT and building her/his knowledge on specific SCI tools and templates.
The Audit Recommendations implementation plan to be drafted by the Change Manager will be aim at achieving addressing at least 10 A and 5 B audit points.
During this month, the incumbent will have to develop detailed plans of his/her activities, which will be reflected on a GANTT chart, and all the objectives to achieve.
During this time in Bamako, the incumbent will have meetings with all the field office managers to identify aspects/ templates/training where the Field Office could require support. These activities will need to be included in the GANTT chart.
The incumbent will spend at least 2 weeks in each field office, working hand by hand with the Field Manager on the planned activities and providing ad-hoc support to the field or area manager.
This position will have to achieve, at least, the following activities:
  • Coaching on project and resource management Field Managers
  • Setup a KPI dashboard to me managed by the Field Managers and the SMT in Bamako.
  • Prepare and agree, with the SMT and field offices (FO), a monthly report to be produced and sent to Bamako monthly.
  • Ensure that field managers implement and update regularly the SCI risk register template.
  • Define, agree and implement with the Field Managers the terms of reference and agenda of the Field Offices meetings.
  • Basic coaching on Project Management
  • Org. structure development
  • Analyse existing positions and funding gaps for 2016 at field office level and suggest mechanisms to build into the awards required positions.
  • Assess, at field level, if the support staff FTE are enough to support the program operations requirement.
  • Provide specific recommendations to the SMT for changes in the org. structure
  • Capacity Building function
  • Work with the appropriate FO staff and ensure they understand their role and responsibility in the Award Management processes (first to be define and agreed with the Award Management function in Bamako).
  • Short training (half day) on finance/ budget codification in all the FO for staff inputting data into Agresso.
  • Basic training on AMS for people in the FO (if they use the system for anything).
  • Training to Project Managers on how to use the BvA as a project management tool (BvA template should be defined previously at Bamako level).
  • Train the project managers on the importance of the BvA meetings and define the agenda and frequency together.
  • Short training/ capacity building on the importance of effort reporting and how to do it.
  • Define process and train staff on how to use the fleet management tool
  • Assessment of the compliance with SCI Policies and procedures in the field offices
  • During her/his first month in Bamako, the incumbent will have to create a checklist including all the policies and procedures that need to be implemented at field level (for instance: fleet management tool, good distribution templates, etc.).
  • During the visit, this position will assess the use of these materials and foster its use if not utilized.

QUALIFICATIONS AND EXPERIENCE
Essential
  • Knowledge of NGOs process and procedures.
  • Extensive operational or project management, planning and implementation experience.
  • Demonstrated ability to think strategically, to analyse complex information and offer creative, practical solutions.
  • Excellent influencing and negotiation skills, the ability to influence and motivate others. The role will involve liaison with a wide range of people, both internally and externally, and will require the ability to deal with people at all levels with credibility, tact and diplomacy.
