Carolyn is President of Emergency Planning Consultants located in San Diego, California. EPC provides a range of plans, training, and exercise services to public organizations, including community colleges and universities. In addition to providing consulting services to educational institutions, Ms. Harshman has designed and instructed numerous emergency management courses for FEMA, California Specialized Training Institute, National University, and numerous other colleges as a member of the Adjunct Faculty.

My role as Conference Chair of the International Association of Emergency Managers was the impetus for applying for the Higher Education Conference. Always searching for good speakers and topics, I look forward to reviewing the literature and hearing from the education experts! The Higher Education Conference is famous for providing insight into “what’s new” and that’s the type of information we want to share at the Annual IAEM Conference.
