Part One

Introductory Provisions

Article1

General provisions

(1)University of WestBohemiainPilsen (hereinafter referred to as "UWB") ownaccommodation facilities(hereinafterreferred to as "dormitories").

(2)UWBuses thedormitoriesto ensure theaccommodation needsof theirparticularstudents and staff.

(3)UWBuses thedormitoriesinaccordancewith the law.111/1998Coll. This is the law about the Universities Actand the amendment of other laws and by subsequent regulations also about complementary activities.

(4)Dormitories are an internal organizational unit of Dormitories and Canteens Administration Office (hereinafter referred to as “SKM”) that is the purpose facility of UWB. The SKMprovides accommodation andother activities indormitoriesaccording to theinternal regulation.

(5)The SKM together with the student self-government of UWB (hereinafter the self-government) participates in theactivity.

(6)The student self-government is guaranteed in extent stipulated by thisinternal regulation.

(7)The legal claimdoes not apply to theaccommodation in dormitories.

Part two

Dormitories and Canteens Administration Office

Article 2

The position of SKM

1)The SKM is headed by a Director.

2)The Director of the SKM is appointed and dismissed by the Rector.

3)The scope of autority of SKM is defined in theOrganizational Rulesof SKM which is internal standard of UWB.

Article 3

The director of SKM

(1)The Director of the SKM isresponsible in particular for:

a)an effectivemanagement by allentrusted resources,

b)a permanent increase of comfortindormitories,

c)an observance of Dormitory regulations and implementinginternalstandards.

(2)The director of the SKM is also obliged:

a) to promptly deal with complaints of accommodated students,

b)to record in writing all defects or misdemeanors and other violations of Dormitory regulations and implementing internal standards and the self-government about them,

c)to check whether all people who entered to the rooms (accommodated by the SKM) are immediately registered in operation book,

d)to ensureat leastoncea year the inspection andcontrolof dormitories.

(3)The director ofthe SKMhasthe right to:

a)determinate the checks over the rooms:

-previously reported (with participation of the accommodated person), or

-randomly (with the participation of the accommodated person),

b)personallycarry outrandom checks.

(4)If the check isdeterminedorimplemented in accordancewith theDormitoryregulations, theaccommodatedpersonisobligedtotoleratethecheck.

(5)The person carrying out the checkisentitled to take suchmeasures toavert, preventorminimizedamage.

Part Three

Student self-government

Article 4

Principlesof self-government

(1)The establishment of the self-government of the dormitory

(2)The self-government is a community of students living in dormitories. Students have the rightto self-government.

(3)All students staying ina dormitory are basic element of the self-government. The supreme element of the self-government is Student Chamber oftheAcademic Senate of theUWB (hereinafter the"SKASUWB").

(4)Studentsperform theself-governmentthrough theirrepresentatives. The self-governmentmeans:

a)supportthe continuousimprovement of the accommodation,

b)supportof self-government members during problem solving,

c)improvingcommunicationbetweenmembers of the self-government andSKM,

d)checkofobservanceof Dormitory regulations andimplementinginternal standards.

Article 5

Rights and responsibilities of the self-government

(1)Members of the self-governmenthave the right to:

a)vote and to be elected as representatives of self-government,

b)use the self-government representative for themediation oftheirattitudesto the tasksperformed bySKM (relating to the provision of accommodation),

c)be inform about the activities of the self-government representative,

d)lodgesuggestions and comments on dormitory accommodationandotherrelated servicesthroughtheagencyofrepresentativegovernment.

(2) Members of the governmenthave a duty to:

a)contributetoundisturbedexercise of the rightsof accommodated persons and fulfill their obligations,

b)report violationsof the internal regulationsandinternal standards of UWB, especiallydormitory regulations to the self-government representative.

Article 6

Representative of the self-government

(1)Self-government representative is elected from the members of self-government.

(2)The organization of the elections of the self-government representatives ensures SK AS UWB with administrative support of SKM

(3)Electionsarevalid regardless of theparticipationthe self-government members.

(4)The term of office of the self-government representative lasts 12 months. The self-government representative loses the mandate when: his term of office has finished, he resigned orceased tobea member of the studentself-government.Heisreplaced by an alternate, whohad the bestresultsin elections.Ifthereisnoalternatenew elections are announced.The same person maybere-elected several times. The activity of the representative is voluntary.

(5)Newrepresentativetakes themandate on 1 Novemberof a given calendaryear.SKASUWBorganizes the elections of the new representative by the waythat the newly electedrepresentativemay take themandateon 1 Novemberof the calendaryear.

(6)The self-government representative:

a)acts on behalf of self-governmentinrelation to the authorities of SKM,

b) gather suggestions, comments and incentives

c)informs the self-governments members about his activities

(7)The self-government representative has the right to:

a)beinformed in a due timeabout planned changesinoperating mode and themodeof accommodation,

b)be informed in a due time about the students who violated Dormitory regulations or implementing internal standards,

c)inspect the operation book or service books,

d)require a written response to the suggestions and comments,

e)require informationaboutthe activities of SKASUWB

(8)The self-government representative has a duty to:

a)inform in written form the Head of the dormitory about the students who violated the Dormitory regulations or implementing internal standards,

b)informmembers of the self-governmentabout the statements of competentpersonstosuggestions and comments

Article 7

Procedure for handling withsuggestions and comments

(1)The representativeof the self-governmentcollectswrittensuggestions and comments of the dormitory,

(2)The representative of the self-government passes on suggestions andcomments(collected pursuant to 1 paragraph)to the Head of the dormitory or the building administrator in his absence,

(3)The Head of the dormitory is obliged torespond (in written form) to the suggestionsand comments of the self-government representative,

(4)The Head of the dormitory, the building administrator and receptionist have the right to transmit information about the facts they discovered in connection with the performance of their work to the self-government representative,

(5)The persons from the 4th paragraph can require a written report on how the self-government representativeworkedwithinformationfrom the4th paragraph,

Part Four

Principlesof student accommodation, employees and complementary activity

Article 8

Principlesof student accommodation

(1)The rector allocates number of accommodation places to individual faculties and university institutes (hereinafter referred to Faculty),

(2)Studentsmustapply forthe allocationofaccommodation place. The procedure to apply for accommodation isdetermined byimplementinginternalstandard. Implementinginternalstandardalsoprovidesdetailson the locationsof students in dormitories, handoverandtakeover of accommodation place, prices for accommodation and theother rightsand obligations of accommodated students.

(3)SKMcontinuouslymonitors the use ofthe accommodation capacities andoffersvacant bedspreferentially to the students.

(4)The accommodation prices for students are set outin the Price Listof works and services ofUWB. The change in price for accommodation mustbepublishedat leastone month in advance.

Article 9

Principles of employee accommodation

(1)If the dormitory is not occupied by the students and they have no interest, the employees can be accommodated,

(2)Ifthe employeeparticipates in the activitiesof UWBorisina difficult socialsituation he canalso beaccommodatedin the dormitory,

(3)The price list ofworks and servicesUWBsets the pricesfor employees.

Article 10

Complementary activity

(1)The complementary activity of dormitories can be implemented only in accordance with the law.

(2)The rulesforthe implementation ofcomplementary activityaredetermined bythe Rector.

(3)Pricesfor accommodation in dormitorieswithin thecomplementary activity are set outin the Price Listof works and servicesUWB.

Part five

Final Provisions

Article 11

(1)On the 13December the Dormitory regulations were according to§ 9 paragraph 1point. b) of the Act approved by Academic Senate of theUniversity of West Bohemia.

(3) TheDormitoryRegulationsin accordance with §36 para. 4 of the Actcome into forceon the dateof registrationby the Ministryof Education, Youth andSports.

(4) TheDormitoryRegulations come intoforce on 1January 2007.
