PURPOSE

The meeting was a follow up to an earlier meeting to provide a concept proposal on the Single Touch Payroll (STP) and Enabling Digital by Default with a group of software developers who are involved in payroll software development from the Software Industry Stakeholder Relationship and Management Group..

John Dardo presented to the Sydney and Melbourne groups on the two advocacy briefs being progressed by the ATO through Treasury on enabling digital by default and single touch payroll. He provided the future state for STP covering TFN declarations through myGov to payments and reporting and cash flow impacts.

The meetings were designed to identify and consider impacts to software developers and users as well as to work through timeframes and future engagements. The following key outcomes were recorded from both meetings.

Environmental factors that would impact the industry / Legislation- Ensuring online interactions through enabling digital by default
Real time transactions- Real time transaction of data through appropriate systems is necessary to support proposal. Dependent on other deliverables currently in progress, such as new payments platform. / Government, banking industry, software industry
Other issues raised by the industry representatives / Complexity/multiplicity- Experience from the UK suggests that complexities of scenarios will be expected- raising challenges when errors occur (e.g. carried forward tax liability) / ATO software industry and business
Conclusion and summary of consultation / 1) Broad agreement with the strategic direction on STP, particularly ensuring online interactions through digital by default
2) The proposal is feasible with provisos of timely and ongoing consultation with the industry
3) A realistic lead-time of at least 12 months needs to be provided
4) Agreement that a transition strategy would be required for businesses, software industry and intermediaries.
5) Further consultation will be conducted with industry as required / All stakeholders
