Ingham GSRP Advisory Council Meeting

  • IISD Updates
  • Grant Submission
  • Working on reviewing 13-14 FER and 14-15 Budgets
  • Initial overviews done, questions may be coming to your business office if more clarification is needed
  • Looking at purchases vs. requirements of GSRP
  • Example($in supplies but no curriculum- curriculum needs to be purchased as a requirement.) May get an email that puts priority on required components.
  • Collected site materials through budgets and workbooks in Sept./Oct.
  • Site/classroom information, teacher info, budgets etc.
  • Grant is dues 11/30- goal to submit on the 22nd so that any errors can be fixed before final submission
  • We don’t know when we will get final approval- last year’s submission was approved in September of this year
  • Materials Return/ Request Process
  • Materials that are purchased with GSRP funds must be used for GSRP kids,
  • Can put in storage if they aren’t needed currently but it is anticipated in the future
  • If you do not want materials and equip you can fill out a return form and send it back to Corrie Mervyn
  • We will share with everyone what equipment is available and if you want something you can fill out a request form
  • No fee to get materials that were returned by another program

  • Program Monitoring Process set by MDE- when we are chosen to be monitored MDE will be looking at the current year
  • MDE gave ISD a protocol of what the process will look like
  • MDE will monitor all ISDs on a 3 year cycle
  • Into year 2, our ISD still hasn’t been chosen, so it could happen later this year or next year
  • Year 1 MDE looked at 3 protocols and chose the one that works best
  • Corrie shared protocol MDE presented to move forward.
  • ISD will monitor all sub-recipients and report back to MDE
  • Documents:
  • Primary documents for monitoring- will get a notification from MDE that says “30 days to send in primary documentation” (ISD will need to collect this documentation from you)
  • Secondary Documentation- all the onsite materials that you will need to have within the next 30 days 3-4 days spent at each site reviewing documentation

  • Questions-
  • GSQ star-rating list checked annually- but only done biannually on the site? What happens? A: need to check so that in case license is revoked would show who lost star rating, etc.
  • Documentation of presentations, sharing GSRP information and outcomes A: keep presentations from meetings, local advisory council, etc.
  • GSRP Monitoring of ISD documents
  • Protocol that will be used when MDE comes on site for monitoring
  • Who does MDE interview: Possibly EC Supervisor, ECS, Teachers, Parents, Children
  • GSRP Implementation Manual Citation/Documentation
  • Will start to shape monitoring process for our ISD
  • Includes all rules and documentation necessary from implementation manual
  • If your site is put on a corrective action plan, usually get 30-60 days to work on and resubmit to MDE
  • Did MDE indicate the most problematic areas?
  • Feedback from other ISD’s were on the written policies and procedures.
  • Within the school year when do IDS s typically hear form MDE? Varies, but done within school year, but could be at the very beginning or very end of the school year. Blanche Deren is our consultant currently but may change based on the 4th consultant hired by the state.
  • Develop Local Monitoring Plan
  • Use Implementation manual document to answer questions and develop a plan on how we can monitor local sites.
  • Groups worked to answer questions on what a local monitoring plan might look like and reported out
  • Next Steps- Corrie will gather information from groups and start drafting a monitoring plan. It will be brought back to this group for input.
  • Early Childhood Specialist Updates
  • Professional Learning Communities
  • PLC sign up lists were available at the 10.24 collaborative breakfast
  • If you didn’t sign up at the breakfast contact Kim Fiebernitz
  • 5 sites have been chosen with teachers who have volunteered to run the PLC
  • Polls were sent out and dates selected for the first meeting.
  • PQA form B will be starting soon by your ECS.
  • School Readiness Advisory Update
  • This is a requirement of Great Start Collaborative and GSRP
  • Meets 3xs per year.
  • First meeting in Sept.
  • Requirements of both and what needs to be done.
  • Minutes from this meeting are attached.
  • Strategic plan has been created by GSC and the collaborative will look at how these align
  • Family Survey- designed to look at what families feel is Kindergarten Readiness
  • Took initial data from systems scan and then collect data from families in our programs on what makes a child school ready
  • Please hand out to preschool families, not just GSRP but all programs.
  • Send surveys back to ISD by December 5th and we will tabulate
  • Program Updates
  • Dansville is looking for a lead teacher sub for their GSRP program to cover a maternity leave starting in December. Full time position
  • Requirements for sub for more than 30 days is the same as lead teacher requirements.
