Information Technology Manager – PermanentWhole-time Post

This post arises from the forthcoming retirement of the existing incumbent.

Reporting to theRegistrar, The IT Manager will have responsibility for the development and maintenance of academic and administrative Information Technology services for the Institute in accordance with Institute policy and procedures.

The Manager will assist Senior Management in the strategic development of computing services and will be responsible for the specification, procurement, development, integration, use and maintenance of all hardware, software and IT services, in consultation with appropriate members of the Institute’s management team. This will entail overseeing, prioritisation and direction of all ICT activities within their remit.

MAIN DUTIES:

  • The preparation of appropriate policies and procedures to ensure the efficient operations of the Institute’s ICT services.
  • Ensure the safety and security of users, data and systems and maintaining the integrity of all systems.
  • The management of external hardware and software vendors and suppliers of services, including but not limited to cloud services / technologies
  • Liaison with and service management of relevant agencies including THEA, Educampus and HEANET
  • The implementation and maintenance of standard operating, recording and reporting procedures.
  • The specification, procurement, installation and integration of hardware and software.
  • Configuring and tailoring hardware and software as appropriate and in accordance with Institute policy and procedures.
  • The development, testing and updating of business continuity and contingency plans such as ensuring adequate backup procedures and systems are in place.
  • To ensure compliance with Data Protection, Copyright, Health, Safety and Welfare, FOI and other relevant legislation.
  • The development and support of Institute information systems and services.
  • The provision and support of management information and decision support systems.
  • Business process re-engineering and Change Management responsibilities with particular reference to Institute ICT systems and procedures.
  • The implementation and support of Institute wide communication media and associated systems (including but not limited to internal and external electronic mail and social media).
  • To support Institute linked research, development and consulting activities.
  • To ensure the provision of on-line and off-line user support.
  • The preparation and promotion of procedures for the ethical use of computing and the establishment of an appropriate code of discipline.
  • To be responsible for the leadership, management and deployment of the staff within their control.
  • To be responsible for the efficient management and deployment of Institute ICT systems within their control.
  • To advise on/promote/organise/participate in, as appropriate, staff development programmes.
  • To participate in all committees/groups on which they are a member or are assigned to.
  • To report and provide information on the services and operation of the administration function as required from time to time.
  • To undertake such other duties as may be assigned from time to time by the Institute authorities.

In 2018, it is planned that three institutions in the Dublin region – Dublin Institute of Technology (DIT), Institute of Technology, Blanchardstown (ITB) and Institute of Technology, Tallaght (ITTD) will form a new Technological University for Dublin. In this context, there will be significant work programme involved in re-developing andaligning the ICT systems between the three Institutes.

QUALIFICATIONS:

An appropriate primary honours degree (NFQ level 8 ) – with a 2.ii honours classification or higher / or professional qualifications

A thorough knowledge and relevant experience of computer applications and IT best practice.

Excellent communication and analytical skills

This is a management position. Consequently, candidates will be required to demonstrate excellent people management and administrative skills.

SALARY:
Salary scale €71,139 - €90,773

Starting salary will be at the minimum point of the relevant scale only. Candidates should note that the rate of remuneration may be adjusted from time to time in accordance with Government pay policy.

Citizenship / Permit Requirement:

Eligibility to compete is open to candidates who are citizens of the European Economic Area (EEA) or Switzerland. The EEA comprises member states of the European Union along with Iceland, Liechtenstein and Norway. Pensions

The appointee will become a member of the appropriate public service pension scheme. Broadly, if the appointee:

(a) served in a public service body as a pensionable public servant on 31 December 2012, then the terms of the Education Sector Superannuation Scheme shall apply to the appointee; or

(b) first serves in a public service body as a pensionable public servant on or after 1 January 2013 or has not, prior to appointment, served in a public service body as a pensionable public servant, then the provisions of the Public Service Pensions Single Scheme will apply.

As the rules relating to membership of these schemes contain a number of exceptions, if the appointee has any queries as to which pension scheme provisions apply to them, these should be raised as soon as practicable after appointment with the HR Manager. The appointee shall be obliged to make pension contributions in accordance with the rules of the applicable scheme and the appointee shall be subject to the applicable scheme’s provisions as amended from time to time.
