Information Re: Application for Permit To Enter
EFFECTIVE FROM 1 SEPTEMBER 2015
- Attached is an application for a Permit to enter. Please ensure you are familiar with the content of all documents received.
- All contractors/sub-contractors will require a Permit to Enter.
- The company/person actually entering the corridor will be required to complete all relevant documents.
- Complete applicant’s details on the A5 Corridor Access Request Form
- Complete and sign the Special conditions and Indemnity forms
- The permit is not valid until the permit has been signed and approved and you have a permit to enter number.
- The permit holder will receive the account once all charges have been collated.
Costs:
Installing new assets in the railway corridor (including under track pipes and overhead lines):
- Deed of Grant (DoG) – Normal under-ground or over-head application fee $750.00 plus GST
- Deed of Grant (DoG) – Bridge or major structure fee $1500.00 GST inclusive
Application Administrations:
- Permit to Enter (PtE) - $265.00 plus GST
- Corridor Access Request (CAR). As per below, based on the various levels of input required by various business units to review and approve the CAR and associated H & S plans, method statements and design submissions:
Major Infrastructure Project - $1000.00 plus GST
Construction of new asset - $500.00 plus GST
Upgrade of existing asset - $400.00 plus GST
Routine maintenance of existing asset - $300.00 plus GST
Intrusive survey and inspection - $200.00 plus GST
Non intrusive survey and inspection - $100.00 plus GST
Rail Safety Protection Charges:
- $265.00 Permit Fee
- $100.00 Consultancy Fee per hour (to review Health and Safety Plans as required)
- $75.00 per hour for protection. Where protection is required, the applicant agrees to pay all protection costs (including any costs associated from meetings to establish work methods and protection systems. This may include risk assessments for inclusion in to health and safety plans). Note: Costs will be charged where KiwiRail Staff are required to investigate an incident which has been caused as a result of work carried out under a Permit to Enter
- $80.00 per bulletin (as required)
- Plus GST
Note: A mileage charge of $1 per km is to be charged if the kms involved are over 20 kms each way (40 kms return) from/to depot/home/work place to permit location.
Travel time (at appropriate labour rate) for staff required for protection will be charged at the appropriate rate.
Labour rates for Nights, weekends & Statutory Holidays as follows;
- Nights
- Monday – Thursday night work at $112.50 per hour
- Weekends
- Saturdays at $112.50 per hour
- Sundays at $150.00 per hour
- Saturday & Sunday night work $150.00 per hour
- Statutory Holidays
- Statutory Days & Nights Flat rate of $200.00 per hour
Contractor Cable locating & Protection by Signals, Communication or Management Personnel, Audits will incur higher costs.
(Note) Costs can not be on charged to Third Party. Applicant must settle the account. Payment terms are outlined in Clause 2.7 of KiwiRail Holdings Ltd Standard terms and Conditions for account holders.
Payment Terms for non-account holders are:
Permit to Enter: Payment must be made prior to permit being issued
Protection Costs under $2,000.00 (excl. GST) 7 days to pay from date of invoice
Protection Costs exceeding $2,000.00 (excl. GST 14 days to pay from date of invoice
These payment terms supersede clause 2.7 of Kiwirail holding Ltd Standard Terms and Conditions for non-account holders.
