Our mission is to work in partnership with Tribes of the TCC/Doyon Region to improve rural and urban housing conditions through planning, design and affordable and safe construction and to seek opportunities to promote community self-sufficiency through energy and infrastructure advocacy and community projects.

2.GOALS AND OBJECTIVES - A statement of the goals and objectives of the Indian tribe to enable the tribe to serve the needs identified in the mission statement.

FIVE-YEAR GOALS & OBJECTIVES

GOAL 1. To provide decent, safe, sanitary and affordable housing to low-income Indian families in the jurisdiction of the Tribes included in this plan.

Objective a. Consult with tribes to identify specific housing needs within their communities by surveying villages to develop comprehensive needs assessments and Indian Housing Plans.

Objective b. Construct new housing development, promote youth activities, address health and safety concerns and other affordable housing needs within each community based on available funding.

Objective c. Maintain existing single family and multi-family housing stock developed under the Housing Act of 1937 in accordance with the Mutual Help Occupancy Agreement (MHOA), Rental Agreements and TDHE policies and procedures. Rehabilitation will be accomplished through the TDHE’s Modernization program and scheduled repair and maintenance.

Objective d. Provide tenant based rental assistance to low-income families in need.

Objective e. Provide fire prevention education to homeowners in the Doyon region.

GOAL 2. Integrate infrastructure needs with housing development planning, environmental assessment and funding resources.

Objective a. Seek partnerships with tribal organizations, federal and state agencies and private funding sources to accomplish housing and infrastructure goals for the Tribes in the Doyon region.

Objective b. Provide staff with adequate training in the areas of housing development, planning, environmental assessment and funding resources.

GOAL 3. Research alternate financing methodologies such as leveraging of financial resources to maximize available funding for these five-year goals and objectives.

Objective a. Develop infrastructure to provide in-house financing assistance to eligible low-income Indian families.

Objective b. Develop One-StopHousingCenter to assist clientele in purchasing homes through convention bank financing.

Objective c. Leverage IHBG funds through the Title VI of NAHASDA and Section 184 Loans Guarantees.

GOAL 4. Promote maximum opportunities for local native hire.

Objective a. Provide education and training through housing development to Tribal members to ensure they are able to obtain jobs and experience in their trade.

Objective b. As repair and new construction projects are implemented within the villages, the TDHE will meet with the Tribes to establish labor pools, available positions and hiring procedures.

Objective c. IRHA will research and pursue a HUD Youth Build grant in an effort to maximize skilled labor in the communities in which it serves.

GOAL 5. Assist Tribes in the development, management and execution of Energy and Infrastructure Projects

Objective a. Develop a comprehensive village database for all CIP funded projects in each village.

Objective b. Maintain effective and open communications with Tribes and municipalities in the Doyon region.

Objective c. Seek funding from the Denali Commission, the Department of Energy, State of Alaska and USDA for village infrastructure and energy management projects throughout the region.

3.ACTIVITIES PLAN - An overview of the activities planned during the period including an analysis of the manner in which the activities will enable the tribe to meet its mission, goals, and objectives.

IRHA fully supports Tribal Self Determination in regards to housing activities developed in each of the Villages that IRHA serves. Using information from the comprehensive housing needs survey each Tribe will be responsible for determining their Goals listed in this IHP. IRHA will implement only the Housing Activities that are eligible activities under NAHASDA and that have been approved by HUD. The activities listed below reflect a five-year projection and may need to be updated each year as the TDHE and Tribes plan, organize and address the needs of the villages.

1. New Development. Where funding is sufficient, new housing will be developed in the Villages that choose to obligate their IHBG funds towards new development. IRHA will be a subrecipient of ICDBG funds to Tribes that have been awarded these grants. IRHA will use force account to accomplish new development in the region. IRHA will also pursue leveraging of IHBG funds through Title VI of NAHASDA.

2. Modernization. IRHA will prioritize the Physical Needs Assessment (PNA) to assess the Current Assisted Stock (CAS) for needed repairs and modernization.

3. IRHA’s OneStopHousingCenter. The TDHE will implement its OneStopHousingCenter in FY 2003. The IRHA’s OneStopHousingCenter will meet the needs of a wider variety of Low-income Native American applicants that apply for housing assistance.

4. IRHA Low Rent Program. The IRHA has 21 units under management. IRHA will use its existing Low Rent Lease Agreement and Low Rent Management Policies and Procedures to manage and continue this program.

5. Homeowners Rehabilitation & Construction Program. The IRHA will provide assistance to low income Native American/Alaska Native homeowners that own their own home through the Homeowners Rehabilitation & Construction Program. This program will be established to ensure that Native Americans and Alaska Native homeowners throughout the Interior Alaska are living in safe and healthy homes.

6. Employment Training. The TDHE uses Force Account labor when projects such as small renovation or weatherization and new construction are not put out to bid. The Tribes are interested in training in all trades, which may include furnace maintenance, electrical, carpentry, etc. The TDHE will make every effort to organize and provide training programs, which best-fit Tribal needs.

7. Leverage NAHASDA funds. IRHA will continue to work with TCC, FNA, Doyon, USDA, AHFC, Village Safe Water, Denali Commission, Interior Weatherization, DOE and any other State or Federal Agency that provides assistance in a similar manner in an effort to combine funding, whenever possible, on projects listed in this IHP. IRHA will pursue leveraging of IHBG funds through Title VI of NAHASDA and the IRHA’s Energy and Infrastructure Department.

8. Fire Prevention Program. IRHA will implement a Home Fire and Injury Prevention Program to educate residents and homeowners about fire safety and injury prevention. IRHA’s goal is to decrease the loss of life and property through education. When needed, IRHA will provide fire extinguishers to residents of affordable housing.

9. Youth Build Grant. IRHA may apply for a HUD Youth Build grant and if approved will incorporate this program into the 2008 Activities plan. The IRHA Youth Build seeks to join with others to help build a movement towards a more just society in which respect, responsibility, and cooperation are the dominant unifying values, and sufficient opportunities are available for our youth at risk to fulfill their own potential and contribute to the well-being of others while providing affordable, quality, safe and sanitary housing.

10. Energy and Infrastructure.IRHA will assist tribes in the development, management and execution of Energy and Infrastructure projects. The IRHA Energy and Infrastructure Department will develop a comprehensive village database for all CIP funded projects in each village. GOAL 2008-1: Indian Housing Assistance

The IRHA will continue to monitor the maintenance of homes built with 1937 Act and NAHASDA funds to ensure the long-term viability of the existing housing units and that they remain in a safe, decent and sanitary condition.

The IRHA will insure viability of Current Assisted Stock through regular inspections; a detailed work order system; intensive follow-up counseling; and strict enforcement of the MHOA, HOP and Rental Agreements. The IRHA will staff and fund a Capital Improvement Projects Department to perform maintenance, repair and modernization services.

Existing stock developed under the 1937 housing Act will be maintained in accordance with applicable Laws, Regulations, HUD Guidance and established IRHA Policies and Procedures.

GOAL 2008 – 2: Development

  1. Construction of New units

The IRHA will administer the development and construction of single family units in the following villages during FY 2008:

  1. Acquisition (TEAM Grant)

The IRHA will provide mortgage assistance through the TEAM Mortgage program to assist up to 20 families, or as much as funding will allow, to assist families in the Fairbanks area to obtain loans for the purpose of purchasing homes. IRHA will assist potential homebuyers in pre-qualifying, down payment and closing costs to qualify for affordable loan amounts by local banks.

  1. Rehabilitation

Regarding modernization of housing, 2008 IHBG funds will be used to rehabilitate units in the following villages under the IRHA Homeowner Rehabilitation Programs.

The IRHA will make Title VI loan payments during FY 2008 for the following Tribes:

  1. Alaska Housing Finance Corporation’s Weatherization Program

Governor Palin signed legislation April 3, 2008, to award $300 million to AHFC for weatherization and energy rebate programs. The funding will help Alaskans reduce their energy bills by making energy-efficient improvements to their homes. AHFC currently manages nationally recognized home weatherization and energy programs, and the additional funds will be used to expand their benefits tomore Alaskans. Alaskanswho meet income requirements would be eligible for free weatherization, while others may participate in the home energy rebate program. AHFC is currently in the final stages of program design and will publish updated information as it becomes available.

Preliminary discussions with AHFC indicate the each of Alaska Indian Housing Authorities will be allocated funding specifically to address weatherization needs of homes under Housing Authority Management.

Regarding weatherization of homes under management IRHA will first address the needs of homes that are scheduled for conveyance during FY 2008. Home weatherization will be addressed for the following units in each village.

  1. AMERIND Insurance Claims

IRHA maintains a policy with the AMERIND Risk Management Corporation to insure all property’s owned by the IRHA. IRHA will report all property loss or damage claims to AMERIND through the IRHA’s Community Shield Policy. This policy also includes the Community Shield policy that insures privately owned homes that have been rehabbed through IRHA’s NAHASDA rehab program.

GOAL 2008 – 3: Housing Management Services

Housing Services: The IRHA will provide Tenant-based rental assistance payments and homeless prevention services to clients through the Tenant Based Rental Assistance Program.

Housing Management Services: the IRHA’s administrative staff will provide management services of affordable housing, including preparation of work specifications, loan processing, inspections, tenant selection, management of tenant-based rental assistance, and management of affordable housing projects.

Energy and Infrastructure Department: IRHA’s Energy and Infrastructure Department will work closely with the Department of Energy, State of Alaska, Alaska Housing Finance Corporation and the Denali Commission to address energy issues in the communities that IRHA serves.

GOAL 2008 – 4: Model Activities

  1. McGrath Community/Office Building

The IRHA will retain an architect to start the preliminary design and cost estimate of the proposed rebuild of the community/office building in McGrath. IRHA will submit more detail to the Alaska ONAP if the concept design is accepted and determined feasible.

GOAL 2008- 5: Planning and Administration

The IRHA will use no more than 20% of the FY 2008 IHBG for administrative and planning expenses related to carrying out the Native American Housing Assistance and Self Determination Act of 1996.

Tok Community/Office Building

The IRHA will retain an architect to start the preliminary concept design of a proposed office/community building in Tok. These costs will not exceed $10,000. IRHA will submit more detail to the Alaska ONAP if the concept design is accepted and determined feasible.

Statement of Needs.

The identification of specific low-income needs in the Region is an ongoing process. Currently, IRHA is using information gathered from its Village Surveys, Comprehensive Needs Assessment, the 2000 United States Census and information provided by the State of Alaska DCRA.
