Present: Chairman Dirk Clayson, Commissioner James L. Matson, Commissioner Lamont Smith, Attorney Rob Van Dyke, Clerk/Auditor Karla Johnson, Deputy Clerk/Auditor Tanya Meeks

Also present: P & Z Shannon McBride, Kaylee Crosby, Mary Reynolds, Judge Gary Johnson, Budget John Livingston, HR Rhonda Gant, Care & Share Craig Hansen, IT Dave Owens.

CALL MEETING TO ORDER: Commissioner Dirk Clayson

PUBLIC COMMENTS:

Three (3) Minute Time Limit per Speaker for Public Comment.

Cara Lee Woods: Feels on the outside and how it looks to outsiders when changes in the laws for one person might not be the best practice. Inquisitive, curiosity and cover up is worse than the crime and what precedence does this set?

Mike Reynolds: Mary Works night after night and is concerned about the work being done correctly. Shannon is a very knowledgeable employee and she has strong land use skills but she does lack supervisory skills. Inexperienced supervisors are slow to jump to discipline and not mention employee can have a temporary suspension to allow things to cool off. Right now we need a temporary separation until things can be worked out. We need a positive direction.

Joan Thatcher: Why are we having special meetings since Mary wrote a letter in support of Commissioner Matson and so would he be the Commissioner over her? Notice in the paper raises questions if you create a new position.

REGULAR SESSION

  1. Move Supervision of the Resource Planner out of Land Use Authority to the Direction of Commissioner Matson.

When we take the time and effort to work up to the top of the pyramid by starting at listening and understanding it gives us time to evaluate the issue and have a full understanding of what may have gone wrong causing the problem and then we can come to conclusions on how to make the corrections.

We are all human and that makes for a human element. We need to try and work well together.

We have some information that needs to be discussed in closed session and hopefully we can get to a point where we can move forward.

Motion made to go into closed session to discuss an individual’s character, professional competence, or physical or mental health made by Commissioner Smith and the motion carried with all Commissioners in favor.

Closed Session

Closed Session for discussing an individual’s character, professional competence, or physical or mental health. Motion made by Commissioner Jim Matson motion carried with all Commissioners present voting in favor.

Regular session resumed

Commissioner Matson said after they have thoroughly discussed it the decision was made to not separate the department and Mary will continue to remain in Land Use reporting to Shannon
