Confirmation of Minutes

Confirmation of Minutes of Special Meeting of Navan Electoral Area Committee held at 9.30 am on the 16th February 2007 in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath.

On the proposal of Cllr T Reilly, seconded by Cllr J Mangan the minutes of the Special Meeting of Navan Electoral Area Meeting which took place on Friday 16th March 2007 at 9.30am in the Council Chamber, Navan Town Council, Town Hall, Navan. Co Meath were adopted by the Members

Confirmation of Minutes of February Monthly Meeting of Navan Electoral Area Committee held at 10.30am on 16th February 2007 in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath.

On the proposal of Cllr T Reilly, seconded by Cllr J Mangan the minutes of the Navan Electoral Area Meeting which took place on Friday 16th March 2007 at 10.30am in the Council Chamber, Navan Town Council, Town Hall, Navan. Co Meath were adopted by the Members.

Correspondence & Matters Raised by the Area Manager

To consider correspondence received from the Abbeygrove Residents Association in relation to the extinguishment of public right if way at 6,7 Abbeygrove Estate, Navan, Co Meath.

The Members received and noted correspondence in relation to the extinguishment of the public right of way between, 6, 7 Abbeygrove Estate, Navan, Co Meath which was presented to them by the Area Administrator.

On the proposal of Cllr T Reilly, seconded by Cllr J Holloway, it was agreed by the Members to examine the correspondence received and include the matter as an item on the Agenda for the April Monthly Meeting.

Letter from HSE regarding the North East Regional Hospital Location Study

The Members received and noted correspondence which had been received from the HSE in relation to the closing date for submissions with regard to the siting of the North East Regional Hospital.

The Area Manager advised the Members that the Council had engaged FGS Consulting to assist with the preparation of the submission.

Each of the Members welcomed the fact that the Area Manager was prioritising the preparation of the submission and acknowledged the short time frame given for submissions by the HSE.

To agree to proceed in accordance with Part VIII of the Planning & Development Regulations 2001 in relation to the realignment of the junction at Kentstown Village.

The Members received and noted a presentation from Martin Murray Senior Engineer in relation to the realignment of the junction at Kentstown Village.

The Members raised the following issues:

  • The Members requested details on the cost of the works
  • The Members requested to know if land was to be aquired
  • The Members requested that consultation take place with the local people
  • The Members requested to know if the public lighting and footpath to the school would be upgraded as part of the works.
  • The Members requested to know if the section of road that was to become a cul de sac would lead to illegal parking of vehicles during Mass times.
  • The Members requested that the Council ensure that businesses who were granted planning permission adhere to theconditions pertaining to same.
  • With regard to the residents in Somerville, the Members requested to know if as a result of this realignment the road would be upgraded.
  • The Members requested details on the levies collected to date in the Kentstown Area.

The Officials replied as follows to the issues raised by the Members.

In relation to the cost of the works the Members were advised that it would be in region of €800,000 aprox.

The Officials confirmed that lands would have to be aquired to facilitate the scheme.

With regard to consultation, the Members were advised that such a mechanism existed within the Part VIII process.

In relation to the Members request for the footpaths to be upgraded to the School, the Officials advised that the cost of such works was not factored into the realignment of the junction.

With regard to people parking illegally once the section of road was a cul de sac, the Members were advised that it was likely that mass goers were currently parking at this location already.

In relation to the time frame, the Members were advised that it was difficult to determine due to acquisition & potential objectors to the proposed scheme.

In relation to the request to upgrade the road at Somerville, the Members were advised that these works were not factored into the realigment of the junction as presented.

With regard to the levies collected to date in the Kentsown Area, the Area Manager informed the Members that any Roads contributions collected under the Development Contribution Scheme were already committed to various Roads Schemes through-out the County.

The Area Manager further added that a number of schemes were included in the Development Contribution Scheme but it was important to note that just because a scheme was included, it did not mean that it would be completed over the life time of the DCS.

On the proposal of Cllr T Reilly, seconded by Cllr J Mangan, it was agreed by the Members to proceed to Part VIII in accordance with the Planning & Development Regulations 2001 in relation to the realignment of the junction at Kentstown Village.

Question to the Manager

Question to Manager – Cllr J Holloway

“ What progress has been made with Meath Co Council Lawyers on examining the possibility of dealing with the contravention of planning laws by transient traders who operate from premises with housing estates from premises with housing estates, particularly those who were the subject of planning enforcement notices recently in Russell Court & Clonmagaden Park”.

The Members received and noted the following response from the Area Manager in relation to the above question from Cllr J Holloway.

  • Advice has been sought from the Council’s Law Agent and the Executive will revert to the Members on receipt of same.

Notices of Motion

Notice of Motion – Cllr J Holloway

“That in the context of ongoing roadworks being undertaken in the environs of Navan and the impact of the heavy volumes of traffic diverted on to minor roads, Meath Co Council will ensure that remedial work be carried out on CR 388 Old Road Athlumney and CR734 Lane at Boyne Road”.

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr P O’Neill.

The Officials advised the Members that the carrying out of any work at this lcoation would have to be considered within the context of the 2008 Roadworks Programme.

Notice of Motion – Cllr J Holloway

“That in the interests of maintaining the environment and enabling residents to participate in this, Meath Co Council will undertake a clean up of the area between the boundary with Reask Court and Ros Na Ri”.

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr P O’Neill.

The Members acknowledged the following response of the Officials in relation to the matter:

  • The Navan Area Office will be arranging a Spring Clean programme in the month of April which will be undertaken in conjunction with the Residents in Estates within the Area.

Any Other Business:

The Members welcomed the re-opening of the Athlumney Road and acknowledged the extent of the works carried out there.

The Members requested an update on when the works at McClellands Bend would be carried out.

Update on the provision of Flashing Lights at Schools

The Members requested details on the Clar area’s in the County.

The Members requested an update on land sold in Athlumney Village by the Council.

The Members requested an update on the Council’s plans to refurbish Ashbrook Estate.

The Members requested a list of vacant houses that were currently boarded up in the Clogherboy Area.

Update on Liscarton Cow Plot

Update on the provision of footpath at Churchfields, Dun Na Samradh.

Works are required at Brian Cunninghams House following the roadworks carried out on the N2, Balrath Cross.

Road at Somerville requires attention.

Borawaddy Rd & Mill Cross require attention.

Timoole Lane from graveyard requires attention.

The Council need to upgrade footpath from village to Kentstown School and provide flashing lights.

Harristown Lane requires attention.

Factory Lane Athlumney requires attention.
