MINUTES of the MEETING of SILKSTONE PARISH COUNCIL held on Monday 6 November 2017 at Silkstone Sports Pavilion.

PUBLIC QUESTION TIME
There were no questions from residents.
Cllr Stier advised that the hedge at the top of Cone lane has been cut back but that the lower level of the hedge has not been cut back sufficiently which means that it is still difficult to get past with a pushchair.
Councillors raised concerns regarding an article in the Barnsley Chronicle about a new Barnsley MBC policy suggesting that rubbish lorries will no longer drive on un-adopted roads to collect household waste and recycling with an expectation that all residents take their bins to the closest highway on collection days. This presents a problem for many properties in the villages of Silkstone and Silkstone Common. The major example given being South Yorkshire Buildings who under this policy would have to wheel bins to Moorend Lane. It was agreed that the Clerk will contact Ward Councillors and the waste collection service at Barnsley MBC to express the Parish Council’s concerns and to seek further information.
Cllr Bell advised that the hedge on St Florent Way towards the Silkstone Common Recreation ground is overgrown. Cllr Stier advised that this had been raised with the PROW officer at Barnsley MBC some months ago during a site visit – the Clerk will chase this.
17-102 APOLOGIES
RESOLVED to accept apologies from Cllr Richard Leech.
17-103 DECLARATIONS OF INTEREST
RESOLVED to note a declaration of interest from Cllr Bell relating to the payment to the Silkstone Common newsletter deliverer.
17-104 COUNCILLOR RESIGNATION
RESOLVED to note the resignation of Susan Wareham in between meetings. A vacancy notice has been displayed in the village notice boards and Barnsley MBC electoral services advised. They will advise later this week if an election has been called by parishioners. If not, then the Parish Council can proceed to advertise the vacancy to be filled by co-option.
17-105 PARISH COUNCIL MINUTES
RESOLVED to approve the minutes of the Silkstone Parish Council’s meeting held on Monday 2 October 17 as a true and accurate record.
RESOLVED to note that the train station information board is now working. It was also noted that it was Cllr Stier and not Cllr Leech that reported the faulty information board at the October meeting during public question time (the minutes were corrected and signed by the Chair).
17-106 PLANNING APPLICATIONS
RESOLVED to record ‘No comment’ on the following planning applications. The Clerk will advise the planning officers at Barnsley MBC.

The statutory annual parishioners meeting (APM) was held in Silkstone Common in 2017 and so will be held in Silkstone at the Sports Pavilion in 2018.
17-108 FINANCE COMMITTEE
RESOLVED to create a Finance Committee to replace the Budget working party and to approve the terms of reference for the new committee.
17-109 COMMITTEE STRUCTURE
RESOLVED to approve the updated committee structure.
17-110 DATA PROTECTION BILL
RESOLVED to note the information relating to the Data Protection Bill. Cllr Derek Liddell explained the information given at a recent NALC seminar he attended and it was agreed that the appointment of a data protection officer would be made when further guidance is received from YLCA or NALC.
17-111 SILKSTONE RECREATION GROUND
a. Car Park
RESOLVED to note that the white lining of the car is programmed for tomorrow. The Clerk has had no reply from Co-op estates relating to the invitation to talk with them about security cameras on the back of the Co-op building. The Clerk will chase this.
b. Picnic Orchard
RESOLVED to note that the picnic orchard hedge and trees will be planted later this month by CARE. Tesco have advised that there is a delay in the decision relating to the Council’s grant application for picnic benches which may be another 6 months. It was agreed that the application will remain as submitted and the project on hold until the outcome of the grant application is known.
c. Health & Safety
Cllr Stier reported that the monthly legionella monitoring visit had been carried out with no issues, PAT testing and fire extinguisher servicing completed today. A blocked drain dealt with and that a large quantity of plastic sheeting has been dumped in the new Parish Council bin at the recreation ground.
17-112 DEFIBRILLATORS
RESOLVED to note that the outcome of the grant application to the Yorkshire Ambulance Service is awaited, confirmation of permission to site a defibrillator at the Station Inn has been received from PUNCH breweries but the licence for the work is awaited. John Whitmore has quoted for the installation of the units in Silkstone and Silkstone Common for a December installation.
17-113 BANK MANDATE
RESOLVED to update the bank mandate to remove Susan Wareham and add Chrissie Yates. All Councillors present signed the mandate and Chrissie Yates will complete the new signatory forms and return to the Clerk. Cllr Leech will sign the document on his return from holiday.
17-114 FINANCE REPORT TO 30 SEPTEMBER 17
RESOLVED to approve the bank statement to 30 September and to note a discrepancy in the totals between the budget monitor and the payments schedule which the Clerk will rectify.

RESOLVED to defer this item to the December Parish Council meeting.
17-117 MEETINGS
a. Remembrance
RESOLVED to note that the parade will meet by 10.30am on Sunday 12 November 17 on Martin Croft, Silkstone for the Remembrance day service at the War Memorial. Road closure has been arranged and handyman will place road closed signs.
b. Huskar Memorial
RESOLVED to note that Cllr Meryl Liddell has been meeting with the All Saints Church committee who are organising commemorative events in July 2018 to mark the anniversary of the Huskar Pit Disaster of 1838. Cllr Meryl Liddell will continue to attend the meetings and report to Council. There will be an appeal in the newsletter for descendants of the victims and a heritage trail walk is to be organised.

Old Silkstone Band - Thank you for grant.Silkstone Common WI – advising that sadly the branch has closed so will not require the pre-approved grant from the Parish Council.
CARE – Graham Wells advising that he has stepped down as Vice Chair and replaced by Linda Marsh. He and members of CARE have almost completed the thinning out of trees along the wagonway path in Conroyd Wood that opens the view of the
Beck.
