In a first such effort of its kind anywhere in the country to create awareness among people about the protection issues of the Juveniles and children, the Delhi Police today launched a special interactive website which would not only provide information about needs of children in various situations of neglect, but would also provide for receiving feedback from the society on issues related to juveniles and children.

The website was launched by the acting Chief Justice of the High Court of Delhi Mr Justice Madan B. Lokur, who applauded the efforts of the Delhi police to reach out to the people on this important aspect of their protection duties. The manual of training for police officers on juvenile issues was also launched by the Hon. Minister for Women and Child Development, Ms. Kiran Walia on this occasion. Mr. Y.S. Dadwal , Commissioner of the police launched the guidelines for the police officers on child related issues. He reiterated the efforts made by the police and emphasized the need of sensitisation of the police officers at the police station level. and Mr. Manoj Parida, Secretary, Department of Social Welfare , Women and Child Development GNCT of Delhi gave the vote of thanks. Mr. Sudhir Yadav, Joint Commissioner of Police gave the introductory address discussing the steps taken by Delhi Police to improve the condition of the children. Ms. Suman Nalwa, ACP , Headquarters, Special Police Unit for Women and Children(previously known as Crime Against Women Cell) gave a presentation on the website discussing its features and aspects.

Prof. Ms. Kiran Walia discussed the need of the holistic response of the government and NGOs to improve the situation of children in Delhi. Justice Madan Lokur , discussed launch of this website , training manual and the guidelines as a shining example and a step forward in the right direction of the child rights movement. His speech inspired the professionals to be an example not just nationally but internationally and to be self dependent in working in the best interest of the children. .

The focus of the website is to make information and resources available in the area of Juveniles in Conflict with Law and Children in Need of Care and Protection. It lists various points for providing of fair treatment to such children.

With the launch of the website the Delhi Police aims to increase awareness amongst police officers, youth, social workers, community workers and the society on the whole about various issues relevant to juveniles and children.

The website lists laws and policies at the international, national and state level relevant to children’s issues. It makes it easier for different professionals engaged with children and citizens to access contact information of the government services such as child welfare committees, shelter homes, observation homes, special police juvenile units in the districts etc and the non government organisations actively working on the child related issues. Information relevant to the functioning of the police officers such as the guidelines, standard operating procedures etc are also uploaded.

Most importantly, the website would be a useful resource for the parents, school staff, teenagers and young adults who want to know more about the issues that concern them and their loved ones such as drug abuse, safety in cyberspace, underage drinking to name a few.

It is an interactive portal where people can share their concerns, opinions, ideas or initiate a constructive discussion on the child related issues. People would be welcomed to post their suggestions, articles, list queries on this site about contentious issues, good practices etc on juveniles/ children. The site also encourages members of the community to report on children in distress, thus actively participating in making Delhi a safer place for children.

Delhi Police added another feather to its cap with the publication of the manual for trainers for training on Juvenile Justice System and guidelines for Police Officials by Department of Women and Child Development, Government of NCT Delhi.

It is a milestone which would help in improving the Juvenile Justice System in Delhi. The manual is one of the several outcomes of the discussions of the Juvenile Justice Committee set up by the Hon’ble Chief Justice of the High Court of Delhi to improve the functioning of the administration of juvenile justice in Delhi. It has special reference to child rights and the provisions of Juvenile Justice (Care and Protection of Children) Act, 2000. The guidelines for the police personnel and training manual are updated on the website and can be accessed by anyone.

This is the first such effort by a police department and other stake holders in the juvenile justice system anywhere in the country about creating awareness about the Juvenile Justice Act. The credit for this manual goes to the sub-committee set up on the issue. It consisted of Dr. Ashok Kumar, Jt. Director, NIPCCD, Ms. Suman Nalwa, ACP/Special Police Unit for Women and Children, Delhi Police, Mr. M.M. Vidyarthi, Member, Delhi Commission for Protection of Child Rights, Ms. Bharti Ali, Co-Director, HAQ:Centre for Child Rights and Mr. Raaj Mangal Prasad , Chairperson , CWC Lajpath Nagar and Vice President (Programme) Pratidhi. The officials of the Department of Women and Child Development,GNCTD particularly the Sectretary, Mrs. Debashree Mukherjee , the Director , Mr. Rajiv Kale and the Joint Directors, Mr. R.N.Mangla and Mr. P.P. Dhal have been extremely helpful in providing all the support to the sub-committee.

A team of Special Cell under supervision of ACP Sh. Bhisham Singh led by Insp. Manoj Dixit and Insp. Ramesh Lamba has busted a desperate and notorious interstate Dabbu-Thaper gang. Four members of the gang namely Suraj Hanspal @ Dabbu ( aged- 27 years ) R/o Loni, Ghaziabad, (U.P.) Mohit @ Ravi @ Vickey Thapar (aged- 20 years) R/o Peera Gari Camp, Delhi. Mukesh @ Guddu ( aged- 30 years ) R/o Bhajan pura, Delhi and Shiv Kumar ( aged-37 years ) R/o Brijpuri, PS Gokal Puri, Delhi have been arrested. The gang in involved in the several cases of robbery and snatching in Delhi, UP, Rajasthan, Haryana, Punjab, Gujarat etc.

An information was received in the Special Cell that Dabbu-Thaper gang were active in Delhi and are involved in various robberies and snatchings etc in Delhi. On 4.3.2010 specific information was received that the members of the gang would assemble in a park near ISBT, Kashmiri Gate. A trap was laid near a park in ISBT and four members of the gang including its gang leaders Dabbu & Mohit @ Ravi @ Vicky Thapar were apprehended. Three country made pistols alongwith 10 live cartridges, knives, 5 mobile phones, one Laptop, tablets used as sedatives, One fake I-Card of Delhi Police in the name of Sub-Insp. Suraj Pal has also been recovered from their possession. Cases under appropriate sections of law has been registered at PS Special Cell, Lodhi Colony, New Delhi.

All the accused persons were subjected to sustained interrogation. The gang leader Suraj Hanspal @ Dabbu dislcosed that he is a school drop out. He began his criminal career in the year 2004 and became the gang leader of Dabbu-Thaper gang. Mohit @ Ravi @ Vickey Thapar is also a school drop out. Mukesh @ Guddu is also a school drop out and came to Delhi in the year 1996 from Aligarh , UP Shiv Kumar hails from Faizabad (UP) and is also a school dropout

The modus operandi of the gang is that the gang members first befriended with the passengers at Railway Stations and market etc and after winning their confidence offered them drinks laced with sedative. When the victim lost its consciousness the gang would rob the victim of its valuables. Sometimes they travelled with vicitims as co-passengers , befriended with the victim and after offering drinks laced with sedatives they would rob him. The gang code named this modus operandi as FORMULA.

The gang members also visited the busy markets and identified the soft targets carrying cash or jewellery. They pretended to give advice to their victim for safe keep of cash and in process robbed them of their cash and valuables.

The gang also used to keep a watch on the people visiting banks and collection centres. After selecting the victim the gang used to rob the people of their money outside the bank at gun point.

Some of recent and sensational involvements are as under:-

On 3.3.09 This gang snatched Rs. 1 lakh in broad day light at KG Marg Red and escaped on a motor cycle. On 9.2.09 at 6.00 PM The gang targeted a defence personnel who was offered tea laced with sedatives at New Delhi Railway Station. He was found unconscious at BaseHospital, Delhi Cantt. On 7.4.09 at 7.15 AM the gang targeted a defence personal who took an autorickshaw from the Railway station, Paharganj. The gang members approached the auto driver who allowed them to share the same auto. When auto reached Hanuman Mandir, Connaught Place the person purchased a slice juice bottle from Kumar Fruit Market Shop and offered it to the victim as well. The defence personnel became unconscious and gang took away 75 thousands cash, I.Card Army, mobile phone No. 9622670597 and other documents.

The gang members have admitted their involvement in about 18 cases. Various state police have been informed about their arrest. Further investigation is in progress.

A RACKET OF EXPLOITATION OF POOR EMIGRANTS BUSTED :

TWO ARRESTED

With the arrest of (1) Sanjay Singh aged 34 years s/o Sudeshwar Singh r/o A-100, South Ganesh Nagar, Pandav Nagar, Delhi and (2) Ashraf Khan aged 27 years s/o Rafiq Khan r/o H.No. 322, Gali No. 22, Block C, Zakir Nagar, Okhla, Delhi, the Special staff of Central District has busted an emigration racket of sending innocent people to Gulf countries on the basis of getting jobs in companies operating in Gulf countries. 224 Passports, cash Rs. 14.5 lacs, one laptop, forged stamps/letters/blank letter heads of various Gulf companies and one Alto car were recovered from their possession.

INFORMATION & TEAM

On 05.03.10, an information was received at Special Staff, Central District that one person namely Sanjay of Bipasha International Company, Connaught Place who is actively involved in the illegal business of procuring P.O.E. (Protector of Emigrants) stickers on fake/forged documents would come at Ranjeet Singh Flyover Marg in an Alto car having registration of Punjab.

Accordingly, a team consisting of SI Yogendra, SI Rajesh Shah, HC Yadram, HC Yashpal, HC Narender, Ct Satbir, Ct Rakesh, Ct Satbir, Ct Ajay, Ct Sunil and Ct Yunus was constituted under the supervision of Inspr. Satendra Mohan I/C Special Staff,Central District, Delhi and a trap was laid at Ranjeet Singh Flyover Marg. At about 1:15 PM, one Alto car bearing registration number of Punjab was seen approaching towards Ranjeet Singh Flyover and at the instance of the informer, the said car was stopped by the police team. Two persons were seated in the car who were identified as Sanjay Singh & Ashraf Khan. On their search, 26 passports including altered passports and passports containing stickers of POE, cash Rs. 14.5 lacs, forged stamps/letters/blank letter heads of various reputed Gulf companies, one laptop and four pen drives were recovered. On questioning they admitted that they managed to obtain POE stickers for Indian Citizens on fake/altered documents/demand letters on the name of reputed/anonymous companies in Gulf countries. Consequently, a case vide FIR No. 26/10 was registered at PS I.P. Estate, Delhi

INVESTIGATION & INTERROGATION

During investigation, a raid was also conducted at their office in the name of Bipasha International Company situated at MB-2, VijayaBuilding, Barakhamba Road, Connaught Place, Delhi. At their instance, 112 passports containing POE stickers and VISAs of Gulf countries, 51 files along with passports for obtaining POE stickers and 38 other passports for obtaining VISAs were seized. On further interrogation, the accused Sanjay disclosed that he came to Delhi in the year 1994 and joined a travel company Bipasha International and during his job he came to know that Indian people who are under Matric and want to get job in Gulf countries, are required to get a stickers from Ministry of Indian Overseas Affairs which is called ‘P.O.E.’. The said POE is issued only to those applicants who have a valid offer/job/recruitment letter from a genuine company operating in Gulf so that the concerned Ministry could protect the rights of emigrant person and the poor people cannot be subjected to exploitation. They also noticed that essential POE can be obtained from the ministry merely on the basis of a job/recruitment letter from a genuine company. About two years ago, Sanjay started the business of sending unqualified people to the Gulf countries on the basis of this POE but he was unable to understand Arabian language. So he contacted his friend Ashraf Khan who was well conversant with Arabic language and joined him in the company.

They first prepare some fake stamps and letters heads of some of the reputed/anonymous companies of Gulf countries and target unqualified people who wanted to go to Gulf countries for earning good money. They usually charge Rs. 4 to 5 lacs for getting VISAs of Gulf countries and thereafter they managed to get POE on the basis of fake job/recruitment letters in the name of reputed/anonymous companies operating in Gulf countries and they collected Rs. 50000 to 60000/- separately.

It was also learnt that the people sent by them in the Gulf countries were humiliated since the possession of a recruitment/job letter of the companies, either did not exist or were unable to provide any job to them since the letters were not issued by them. In these circumstances, they were bound to do some petty work in that country as they were unable to meet their expenses and were further subjected to exploitation.

Further investigation is in progress to unearth the whole racket including the involvement of the owner of Bipasha Internationalcompany, their resources in the Ministry of Indian Overseas Affairsfor getting POE for the innocent people.

PROFILE

(1)Sanjay Singh aged 34 years s/o Sudeshwar Singh r/o A-100, South Ganesh Nagar, Pandav Nagar, Delhi has studied upto Intermediate. He came to Delhi in 1994 and joined a travel company Bipasha International at Connaught Place, New Delhi. After he developed good contacts in other departments, he started the business of sending people in Gulf countries after procuring POE on the passport of the applicant.

(2)Ashraf Khan aged 27 years s/o Rafiq Khan r/o H.No. 322, Gali No. 22, Block C, Zakir Nagar, Okhla, Delhi is the friend of accused Sanjay Singh and well conversant with Arabic Language. Accused Sanjay offered him to join his company Bipasha International and was operating the above racket for last two years.
