Clients from Kentucky may be referred to neighboring states to obtain abortion services. Here, locations and state law in regards to first and second trimester abortions are listed. This information does not constitute legal advice or endorsement of any particular providers. When providing referrals, it is always good practice to check in with a particular clinic on their restrictions and requirements, as well as keep updated on state laws and regulations. It is evident from the review of laws and regulations that Illinois has the most lenient laws in regards to abortion. In Indiana and Missouri women have to be counseled and return to the clinic 18 and 72 hours respectively for the actual procedure.

It is important to note that clinics are classified based on the following affiliations:

National Abortion Federation (NAF) Member Clinics: NAF member clinics must undergo Quality Assurance and Improvement visits prior to membership and are subjected to further visits by NAF personnel on a regular basis, in addition to inspections by the state licensing agency. NAF members must also adhere to NAF’s clinical standards, including their Ethical Principles for Abortion Care. Abortion Care Network (ACN) Member Clinics: The ACN is national membership organization for independent clinics whose values and philosophy are to provide patients with the highest standards of care. While ACN does not perform clinical inspections, they have rigorous standards for applicants to ensure they fit their core values of honesty, respect for patients and staff, and a commitment to quality care. Planned Parenthood Affiliates (PPFA): PPFA clinics are subjected to standards set forth by the organization itself to adhere to the highest quality abortion care based on evidence-based practices. Patients seeking abortions at Planned Parenthood affiliates may be eligible for funding through individual clinic resources. For more information please visit: Patients accessing abortion care at PPFA affiliates may be eligible for support through local clinic funds.

Unaffiliated Abortion Providers: Clinics that are not members of NAF or ACN are required to comply with state licensing standards and must pass state licensing inspections. Financial assistance for patients seeking abortions at these clinics will be dependent upon the policies at the individual clinics.

Laws:Illinois abortion laws prohibit the abortionof a viable fetus (that which can live outside of the womb), while requiring providers to notify a family member of a minor ( a person under 18 years of age) about an abortion within at least 48 hours prior to the procedure.

Laws: Indiana abortion laws allow abortion up to 20 weeks postfertilization (22 weeks after the woman’s last menstrual period). The following restrictions and rules exist on obtaining abortion in Indiana:

  • A woman must receive state-directed counseling that includes information designed to discourage her from having an abortion, and then wait 18 hours before procedure is provided. Counseling must be provided in person and must take place before the waiting period begins, thereby necessitating two trips to the facility.
  • The use of telemedicine to administer medication abortion is prohibited.
  • The parent of a minor must consent before an abortion is provided.
  • Public funding is available for abortion only in cases of life endangerment, rape and incest, and when the procedure is necessary to prevent long-lasting damage to the woman's physical health.
  • A woman must undergo an ultrasound before obtaining an abortion; the provider must offer her the option to view the image.
  • An abortion may be performed at 20 or more weeks postfertilization (22 weeks after the woman’s last menstrual period) only if the woman’s life or physical health is endangered.

Laws: Missouri laws allow abortion up to the age of viability, unless the woman’s life is endangered. The following rules and restrictions exist for women obtaining an abortion in the state of Missouri.

  • A woman must receive state-directed counseling that includes information designed to discourage her from having an abortion, and then wait 72 hours before the procedure is provided. Counseling must be provided in person and must take place before the waiting period begins, thereby necessitating two trips to the facility.
  • Private insurance policies cover abortion only in cases of life endangerment, unless individuals purchase an optional rider at an additional cost. Health plans offered in the state’s health exchange under the Affordable Care Act can only cover abortion if the woman's life is endangered.
  • The use of telemedicine to administer medication abortion is prohibited.
  • The parent of a minor must consent before an abortion is provided.
  • Public funding is available for abortion only in cases of life endangerment, rape or incest.
  • An abortion may be performed at or after viability only if the woman’s life is endangered or if her physical health is severely compromised.

Laws: The following rules and restrictions exist for abortions in Ohio

  • A woman must receive state-directed counseling that includes information designed to discourage her from having an abortion, and then wait 24 hours before the procedure .
  • Counseling must be provided in person and must take place before the waiting period begins, thereby necessitating two trips to the facility.
  • Medication abortion must be provided using the FDA protocol. The use of telemedicine to administer medication abortion is prohibited.
  • The parent of a minor must consent before an abortion is provided.
  • Public funding is available for abortion only in cases of life endangerment, rape or incest.
  • Most women will undergo an ultrasound before obtaining an abortion; since the provider must test for a fetal heartbeat. The woman will be offered the option to view the image.
