Pre incident

Identify ways of getting the earliest possible warning of any potential fuel disruption, this may be directly through LCC adult social care.

If possible look at ways of safe private fuel storage for your organisation.

Pre incident / Incident Response

Promote fuel saving measures amongst all staff.

  • Ensure vehicle tyres are correct pressure
  • Remove any unnecessary weight from the car
  • Avoid unnecessary journeys
  • Avoid heavy acceleration.
  • Avoid stop start journeys where possible.

Manage individual workloads or change shift patterns to minimise need for car travel.

Incident Response

Consider providing accommodation for staff on site to prevent the need to travel to and from work for the duration of the fuel shortage.

Consider whether any services can be delivered over the phone for the duration of the fuel shortage?

Consider efforts to conserve fuel by cancelling any non essential work which requires fuel.

Consider alternate means of transport which are non dependant on petrol or diesel.

National / local fuel emergency measures

Designated filling stations

Lincolnshire has identified 8 filling stations across the county which can only be used during a fuel shortage by essential services e.g. emergency services, health services, local authorities’ and utilities company’scritical staff. There will be no limit on how much fuel can be dispensed to individuals at these pumps.

It is envisaged that essential adult social care staff and staff from ASC provider organisations will be entitled to use these filling stations provided that they have the appropriate temporary logo within their vehicles (see below).

Logo / Voucher system

In order to use the designated filling stations during a fuel crisis you must have either an officially logoed vehicle from one of the aforementioned organisations or you must have a temporary logo in order to show the filling station that you are an essential user. Temporary logos are issued by the Lincolnshire Resilience Forum (of which Lincolnshire County Council is a member).Care organisations that are contracted to LCC can apply for temporary logos through LCC Adult Social Care.

All other filling stations will be open to the general public although fuel may be limited to a maximum of 15 litres per user.
