Meeting Minutes

Chair Fred Friend called the Switching and Overcurrent Protection Working Group meeting to order at 1:00 PM with 16 members and 6 guests in attendance. Introductions were made, and the minutes were reviewed from the Chicago, IL meeting last July. A motion to accept the minutes was made by Val Werner, seconded by Larry Conrad, and a vote to approve was passed. The slides for IEEE policy were presented and a call for any essential patent claims was made, but none were brought forward.
PAR P1806
The PAR P1806 ends of the year, so an extension will need to be filed. Fred would like to have a balloting body in place before it expires at the end of the year.
There were meetings over the phonein August and October to reviewing sections 4, 6, 7, 10, 12, 13, 14, 16, 17, and 18 with some to follow up with additional changes. There are a few reviews that are still in progress for section 4 (Joe Viglietta), section 5 (Andra Flaherty), section 8 (Fred Friend), section 9 (Heide will incorporate into section 16), section 11 (Dave Gilmer), section 15 (Rob Naphen), section 16 (Heide Caswell)section 17 (Thomas Gwinn) and section 18 (Tyler Jones). Andra has completed the review, and will send/resend it to Fred. Heide has most of hers completed.
Section 14 Momentary Interruptions - Clay Stockton
- Changed the title and cleaned up the first paragraph.
- Heide Caswell pointed out that it doesn’t address if you don’t have SCADA but have event recording devices. Recommended changing to “SCADA or event recording devices”
- 14.1.1 detection
- Larry Clark asked if conditions should be considered. What if it’s a major storm like a hurricane
- It was recommended to shorten some of the sentences by referencing the associated IEEE standard.
- To support the wording of “majority,” EPRI research project 1209-1 points out that a majority of overhead faults are temporary in nature with 80% being cleared on the first operation and 10% being cleared on the second operation
- Removed “burning it down” out of the paragraph because most of the time it is designed for the downstream fuse to operate rather than burn away what’s causing the fault.
Section 9
- Equations appear to not be worded well
- Larry Clark said at Alabama Power, the worst performing feeders are evaluated each year
- Tylor Jones motioned to remove this section, however, Heide Caswell expressed concern over deleting this section
- Heide also mentioned that she is working on the business case portion of the document and will incorporate it into the business case
Additional Topics
Brett Efaw has the diagrams ready. Fred Friend is in the process of incorporating the diagrams into the document. The will be in the next revision.
Plan to have a final draft for the summer meeting in August.
Next meetings were discussed:
- Fred Friend will send out a doodle poll to determine the best time for the next conference call to review sections;
- In-person meeting will take place at the IEEE General Meeting taking place August 5-10, 2018.
