Unapproved Meeting Minutes

Rich Hulett, Chairman of the IEEE PCIC Codes & Regulations Subcommittee, called the meeting to order at 3:30 pm.

Attendance rosters were circulated. A totalof 58 people were present.Attendance consisted of30of 43 votingmembers, 14 aspirant members and 14 observers. There were two excused absences.

The agenda was reviewed. There was a motion to approve the agenda. The motion was approved, as there was no objection to unanimous consent.

Minutes from the 2014 meeting held in San Francisco were reviewed. It was noted that the unapproved minutes were modified to reflect one abstention in the vote on the proposals for 427.27 and 426.32. There was a motion to approve the revised minutes. The motion was approved, as there was no objection to unanimous consent.

Tim Driscoll provided an update on the Canadian Electric Code. The 2015 CEC, CSA C22.1, has now been issued. Changes to installation and product standards were discussed. Most jurisdictions are now adopting or expected to adopt by the end of the year. Refer to the embedded presentation for a summary of major changes. One of the conference papers,PCIC-2015-6 has additional information on changes to the CEC.

Tim also provided a brief update on API 505. Comments have been reviewed and a recirculation will occur. This standard is expected to be out in early 2016.

Ed Larsen, Chair of the IEEE Standards Correlating Committee (SCC 18), and Chet Sandberg, member of Code Making Panel (CMP)17, provided an update on the IEEE supported Public Inputs (PIs) presented at the 2014 Codes & Regulations meeting. Five PIs were approved by the PCIC executive committee and all five were submitted as IEEE inputs. Refer to the attached presentation for a summary of action by the NEC CMPs on these PIs and other actions of PCIC interest. The NEC second draft meeting is scheduled to be held next month. Ed Larsen gave an update on SCC 18 membership. SCC 18 is still looking for representation on some CMPs. NFPA classifies IEEE as a “user seat”, so you must work for a user or be a consultant to represent IEEE on the NFPA committees; manufacturers are not eligible. However, manufacturers or producers are eligible and encouraged to participate in SCC 18. Additional information is in the embedded presentation.
