Discussion of IEEE SA rules for recirculation ballot comments

IEEE-SA Standards Board Operations Manual 5.4.3.2

During a recirculation ballot, balloting group members shall have an opportunity to change their previously cast ballots. A change to "do not approve," which is submitted with comments, shall be based only on the changed portions of the balloted document, clauses affected by the changes, or portions of the balloted document that are the subject of the unresolved negative votes. If a change to "do not approve" is based solely on comments concerning previously approved portions of the balloted document, the balloter shall be informed that the comments are not based on the changed portion of the balloted document and, therefore, those comments may not be addressed in the current ballot and may be considered for a future revision of the standard. If the balloter does not agree to change the negative ballot, the ballot shall be recorded as an unresolved negative without comment.

Discussion of Editorial vs Technical comments and their resolution.

In the end, the comment resolution group has to approve all changes, so it does not matter whether the editor or someone else proposes them.

Chair asks “Do we all agree that the editor will review all Editorial comments, prepare a submission and make recommendations for their resolution?” No dissent was heard.

Mentioned LB104 submissions 07/0674r4 Editorial comments and 07/0673r3 Non-editorial comments, with Chair stating that similar submissions will be created to resolve LB106 comments.

Discussion of 802.11 P&P 07/0360r3 section 6.4 Voting Rights Dismissal

Chair showed the text from the 802.11 P&P, stating each member must return mandatory letter ballots, or lose their voting rights.

Discussion of LB-94-104-106 Comment spreadsheet, comments, 07/2019r0

Showed all outstanding Required Comments from No Voters on LB 94-104-106 sheet, Comment Resolution column has DCN of approved resolution for each comment.

We went clause by clause through all seventy seven LB106 comments received.

Bjorn Bjerke, Brian Hart, Eldad Perahia and Vinko Erceg volunteered to review ECSA comments 2002, 2075, 2076, 2077 and 2078 and PHY comments 2024, 2025, 2026, 2027 and 2071. They may discuss them in the next TGn Coex teleconference, and may have a submission before the July 3rd teleconference.

Chair intends to write a submission responding to comments 2052 and 2061 (11.14 general rewrite), and will work with Scott Blue on changes to Clause 5 describing Enablement, and may have a submission before the July 3rd teleconference.

Chair or Editor will write submissions covering all other comments.

Discussion of schedule through San Francisco.

TGy has teleconferences scheduled for July 3rd and July 10th leading up to San Francisco. At San Francisco TGy has Tuesday AM1 timeslot and Thursday PM2 timeslot. We will use the Tuesday timeslot to look at LB106, LB104 and LB94 results, submissions addressing comments, and hopefully in the Thursday PM2 timeslot, make motions to ask the WG to approve using Procedure 20 Conditional Approval to go to Sponsor Ballot, and hold another recirculation letter ballot after San Francisco.
