§  Chair calls telecon to order 13:11 ET

§  Roll call – Chair Peter Ecclesine (Cisco), Eldad Perahia (Intel Corporation), Dan Lubar (RelayServices), Richard Roy (Connexis), Doug Chan (Cisco), Rich Kennedy (ETS-Lundgren).

§  Chair reviews proposed telecon Agenda and asks for approval of same

§  Hearing no objections, the telecon agenda is approved

§  Chair reads IEEE patent policy statement (Patcom Statement)

§  Chair asks: "Are you aware of, and understand the IEEE patent policy? If not refer the correct section or IEEE Patcom URL: http://standards.ieee.org/board/pat/pat-slideset.ppt ”

§  Chair asks: “..does anyone not understand the IEEE patent policy as read?" No reply is heard

§  Chair asks: “Are there matters about essential intellectual property that the WG chair should be made aware of?” No reply is heard.

§  Chair notes the Atlanta minutes are 07/2827r0, and asks if there are matters arising from the minutes. No reply is heard. Chair asks: “Is there any objection to approving the minutes unanimously?” No response is heard. 07/2827r0 Atlanta minutes are approved unanimously.

§  Chair briefly reviewed comment validity rules and obligations. No questions were asked about them.

§  Discussion of LB 116 comment spreadsheet, 07/2945r0, LB 116 comment submissions/resolutions 07/2951r0, and the redline comparison between d6 and d5, 07/2902r0.

§  Chair stated that the submissions propose to reject all 36 comments, either as invalid – out of scope because they are not on the text being recirculated, or as comments that are not required to be satisfied because this is the final Working Group recirculation ballot. If comments are not on something that has changed since Draft 5.0, or whose meaning has changed, or are about text that LB 112 negative comments refer to, they are invalid, i.e. out of scope.

§  There were no changes in clause 5 from draft 5 to draft 6 or outstanding comments, so comments on clause 5 are out of scope.

§  CID 5005 rejected because it is not on draft text being recirculated.

§  CIDs 5006 and 5017, Editor will correct, but comments are out of scope.

§  CID 5007 is rejected as out of scope, but will be corrected by the Editor in D7.0.

§  CID 5026 is rejected as out of scope: “No change to this text was made in P802.11y D6.0, no change in meaning occurred due to changed text elsewhere, and there are no LB112 negative comments in recirculation on this text.”

§  CID 5021, 5027 and 5028 are rejected as out of scope: “No change to this text was made in P802.11y D6.0, no change in meaning occurred due to changed text elsewhere, and there are no LB112 negative comments in recirculation on this text.”

§  CID 5037 is rejected as not required to be satisfied: “This comment is not a comment which must be satisfied. P802.11y logic uses the presence of SupportedRegulatoryClasses in several service primitives for the operation of Extended Channel Switching, but no operation is based on the presence of Extended Channel Switching in the Extended Capabilities information element.”

§  CID 5014 is rejected as not required to be satisfied: “This comment is not a comment which must be satisfied. No change to ‘are Class 1.’ was made in P802.11y D6.0, no change in meaning occurred due to changed text elsewhere, and there are no LB112 negative comments in recirculation on this text.”

§  CID 5022, 5030 reject as out of scope: “No change to this text was made in P802.11y D6.0, no change in meaning occurred due to changed text elsewhere, and there are no LB112 negative comments in recirculation on this text.”

§  CID 5031, 5032, 5033 and 5034 rejected as not required to be satisfied.

§  CID 5008 and 5015 are rejected as out of scope: “No change to this text was made in P802.11y D6.0, no change in meaning occurred due to changed text elsewhere, and there are no LB112 negative comments in recirculation on this text. The TGy editor will repair the draft text to match approved comment resolutions.”

§  CID 5023 is rejected as not required to be satisfied: “This comment is not a comment which must be satisfied. The note could be changed to more clearly state its CCA-ED thresholds apply when not required by Annex J. Commenter agrees with a proposed clarification discussed in 07/2951r0.”

§  CID 5009 and 5016 are rejected as out of scope: “The editing instruction was unchanged in P802.11y D6.0. The TGy editor will correct the editing instruction when updating the draft.”

§  CID 5035 and 5036 are rejected as out of scope: “No change to this text was made in P802.11y D6.0, no change in meaning occurred due to changed text elsewhere, and there are no LB112 negative comments in recirculation on this text.”

§  Chair asked if there was any discussion on the comment resolutions. Dick asked a procedural question. Chair explained that there were no new valid disapprove comments and talked about the Sponsor Ballot report 07/2958r0 he will forward to the WG chair to send to ExCom.

§  Chair stated that we met the requirements of the conditional approval to go to Sponsor Ballot.

§  Chair asked if there were any other items on the comment spreadsheet that anyone wanted to discuss. None was heard.

§  Chair discussed plans for now until Orlando Plenary. We will be in Sponsor Ballot in January. Some SB comment resolution ad hocs will be scheduled during the Taipei meeting.

§  Chair asked if there were any comments on the plans for Orlando and beyond. None heard.

§  Chair stated that he would produce a revision 1 of the comment spreadsheet without CIDs 5002 though 5009 on the sheet “Master LB94-116”, and on the sheet “Submitters”, David Cypher will be shown submitting 8 comments, none with No, none open.

§  Chair asked if we need to have a teleconference to discuss this revision. There were no requests for this teleconference.

§  Chair asked if we want to take a vote on the comment resolutions.

§  Chair asked for a voice vote on approving the resolutions. Each attendee, when individually asked, stated they had no objections to accepting them.

§  Chair suggested that the group consider if the 17.3.10.5 CCA-ED thresholds should be in normative text, rather than an informative note.

§  Chair stated that the Draft 7.0, which incorporates baseline changes from P802.11k_D10.0, will go to Sponsor Ballot.

§  Chair asked if anyone wants to have a teleconference on December 18th. Nothing heard.

§  At 13:52 Rich Kennedy moves to adjourn, Dan Lubar seconded, and no one objected to the motion, so we adjourned at 13:52 ET.
