Minutes of the Meeting held on Wednesday 21st January 2015

  1. Present: Barry Hookins (Chairman), Nick Bradley,Chris Bishop, John Smart, Louise Watson, Andy Swain,Sally Cooke and Sarah Tiley.

Also in attendance: Rose Saunders (Clerk), Teignbridge District CouncillorsKevin Lake and John Goodey,Neighbourhood Beat Manager Sharon Kerridge-Smith and one other representing Devon and Cornwall Police. No members of the public were present.

Public Participation: nil

The Chairman welcomed Neighbourhood Beat Manager, Sharon Kerridge–Smith to the meeting who advised that there had been no reported incidents of crime in Ide since November. She was told that Ide’s main concern is the speed limit along the C50. It was suggested that “rumble strips” be installed at the slip road from the A30, where it is particularly hazardous for pedestrians and cyclists to cross. The traffic on Ball’s Farm Road is also a cause for concern.

These issues come under the Road Transport Agency – Highways and she will forward our comments to them.

  1. Minutes of the last meeting:The minutes of 19th November2014 were approved and signed by the Chairman as being a correct record of the meeting.
  1. Progress reports for information:

a. Neighbourhood Plan (Chris Bishop) –The table of contents has been decided upon and a start has been made on the objectives. Sue Cloke is writing a history of the village to be included. Chris will be meeting with planning soon to see what help is needed. Thanks to Andy Swain for putting details of the Plan with a time-line on the website.

b. Allotments (Nick Bradley) Devon CC hasconfirmed that the rent due from the Parish Council will remain at £100 per annum until the end of the term of the lease, 24 October 2017.

Rent due from the allotment holders has been agreed at £24.00 per annum with effect from July 2015.

Each allotment holder has been issued with a padlock key for access to the site, and they are aware that any replacement key will be at their expense.

Peter Satterly is giving up his plot – Rose to contact the next of the waiting list.

c. Play Area – update:Angelique Nicholsis meeting with Play Design on Saturday to discuss how to claim the possible grant.

d.Ide Parish Fund – update:No applications have been received since the last meeting.

e. Trash screen – update:Bob Lowton was due to clear this last week. Rose to follow up.f. Defibrillator– update – (Louise Watson)The defibrillator has been purchased and was on display, we are awaiting the delivery of the cabinet. The Community Shop committee has agreed to pay for its installation and on-going power usage.

The Community Heartbeat Trust will undertake one training session – date to be arranged and advertised. Louise will liaise with Rose and CHT re available dates. If we consider it beneficial to hold a second training session we could approach Nick Bradley’s son.

Need to look into signage and publicity.

g.Damaged road sign at Earles Court – The sign has been placed on the other side of the road, to avoid it being hit by traffic.

h. Bus Shelter – response to request for volunteer to keep clean – just one person came forward, Jackie Chadwick. Louise has also offered to help.

i. Website (Andy Swain) – to consider need to charge for advertising: If businesses wish to place a sizeable advert rather than the present minimal couple of lines, they should be expected to pay a fee of £10 per annum. Andy will contact the current advertisers.

j. Teignbridge DC Electors’ Fund – to consider siting of two extra dog bins: The grant from TDC of £540 has been approved. It was suggested that the extra bins should be placed at the pull-in at Weir Meadow and at the end of The College. Action: Rose to contact Cleansing at TDC to arrange.

5. New Items arising:

a) Teignbridge Plan: Two copies of the adopted Plan have been received. One was handed to Chris Bishop. It will be advertised in Ide Times that a copy is available for residents to access, via the clerk.

6. Finance:

a. To receive Receipts and Payments from19th November 2014to 21st January 2015–Balance on current account is £7168, deposit a/c £696 totalling £7864. There are un-presented cheques totalling £200 resulting in a balance of £7664.

Of this,£2,300 has been allocated to the Play Area, £1460 to the defibrillator, further general expenses of approx. £1000, resulting in a working balance of approx. £2900.

b) To consider the increase to the hourly rate of Clerk’s wages as advised by DALC – it was agreed to increase the rate from £8.33 to £8.61 per hour with effect from 1st January 2015.

7. Recent Planning Applications:

Ms K Blundell, The Nook, High Street – felling of one tree – approved

Ms G Orme, Blacksmith Cottage, Fore Street, - felling of one tree – approved

Mr B Lamb, Canons, The Green, Ide – felling of six trees – awaiting decision

Mr C Thompson, Land off Whiddon Lane, Ide – re-location of existing access to field – awaiting decision

The following were received after the agenda was issued:

Ide Memorial Hall – renovation

Mr K Taborn, Canns Orchard–Change existing garage to living accommodation, new single garage and re- build conservatory.

9. Councillors’ Reports:

Louise – we need to recognise Lucy Gillett’s contribution to the defibrillator purchase. Consideration of an appropriate plaque to be added to agenda for next meeting.

Sarah voiced concerns about regular littering along Station Road, past Plane Trees. Need to monitor, and mention in Ide Times.

Chris advised that there has been fly-tipping again at the bottom of Scratchface Lane – Barry reported that this has been dealt with.

Nick mentioned the water leak on Fore Street. – This had been reported to SW Water who attended but the problem has not been resolved. Clerk to report to Highways as dangerous.

Asked that safety issues at the slip road from the A30 be added to next agenda.

Sally advised of recent issues with the purchase of graves for non–residents. These have been resolved amicably.

Barryhad been approached by members of the Hall Committee regarding the provision of parking spaces along Ide Lane. To be included on next agenda.

10.Correspondence Received:
