1.  Principal

The Principal is responsible for overall client satisfaction, which includes performing the following functions. They have the ultimate accountability for the technical accuracy of all portions of the project.

Minimum/General Experience

·  15 or more years of consulting and design engineering experience in fire protection, life safety, security, accessibility or related areas.

·  10 plus years of progressive management experience in a fire protection or security engineering firm.

·  15 or more years of consulting and design engineering experience in fire protection, life safety, security, accessibility or related areas.

Functional Responsibilities

·  Act as the FPI upper management interface with the client.

·  Attend meetings to provide support to the project staff and provide technical oversight of the project.

·  Point of contact for the client to resolve any issues that cannot be resolved with the Project Manager and to file any compliments or complaints.

·  Provide an industry perspective and impart lessons learned on the project to help minimize project risk.

·  Communicates effectively and can professionally represent the firm in both technical and business sectors.

Minimum Education

·  Bachelors Degree: The Principle will be a licensed professional engineer or architect or have obtained demonstrated college and technical experience equal to a combination of education and experience in the professional practices of fire protection and or security consulting and design engineering.

2.  Project Manager

The Project Manager is responsible for ensuring the project is successfully completed on schedule, within budget, and delivered to the client in accordance with the client contractual documents. This includes performing the following functions:

Minimum/General Experience

·  10 or more years of consulting and design engineering experience.

·  Provides complex fire protection engineering, life safety, security consulting or related areas to clients by applying intensive and diversified knowledge of engineering and practice field principles and practices.

Functional Responsibilities

·  Review and approve the project plan.

·  Maintain the overall project schedule and budget.

·  Oversight and ultimate accountability for control of project records.

·  Organize and disseminate project status updates.

·  Approving project deliverables and/or milestone checkpoints, unless they acted as originator or reviewer for a deliverable.

·  Coordinating the efforts of the Project Consultant, Project Technician, and CAD Designer to ensure continuity of the design.

Minimum Education

·  Bachelors Degree: The Project Manager will be a licensed professional engineer or architect or completed college level education or equivalent combination of education and experience with extensive consulting and design engineering experience.

3.  Project Consultant

The Project Consultant is responsible for ensuring the technical portions of project are completed in accordance with the project plan and contractual documentation. This includes performing the following functions:

Minimum/General Experience

·  5 or more years of consulting and design engineering experience.

·  Provides fire protection engineering, life safety, security consulting or related areas to clients by applying diversified knowledge of engineering and practice field principles and practices.

Functional Responsibilities

·  Provide technical expertise and guidance to ensure accuracy of all project tasks.

·  Provide input to the Project Manager, as necessary, to ensure team members are available and trained to complete tasks.

·  Performing project tasks assigned by the Personnel Manager utilizing proper technical inputs, references, and methodologies.

·  Ensure that project tasks to which they are assigned work in conjunction with other elements of the overall project design.

Minimum Education

·  Bachelors Degree: The Project Consultant will be a licensed professional engineer or architect or completed college level education or equivalent combination of education and experience with extensive consulting and design engineering experience.

4.  Project Technician

The Project Technician is responsible for completing the tasks to which they are assigned in accordance with the project plan. This includes performing the following functions:

Minimum/General Experience

·  5 or more years of fire protection, life safety, security construction or systems installation experience.

Functional Responsibilities

·  Understanding and implementing the quality and project requirements applicable to their assigned task.

·  Independently verifying the quality of work performed by others as reviewers or approvers, as necessary.

·  Observing field installations and testing procedures of fire protection systems to ensure successful operation.

·  Provide guidance to installation contractors to correct deficiencies, as needed.

·  Create new sketches, or mark-up existing drawings, as necessary and forward to the CAD Designer for incorporation.

·  Provides fire protection, security plans and specifications for clients by applying diversified knowledge of engineering and practice field principles and practices.

Minimum Education

·  Bachelors of Arts degree or licensed professional engineer or architect or completed college level education or equivalent combination of education and experience with extensive consulting and design engineering experience.

·  NICET Level II or equivalent.

5.  CAD Designer

The CAD Designer is responsible for ensuring the necessary design drawings are completed in accordance with the project plan and contractual documentation. They are accountable for the technical accuracy of the design drawings. This includes performing the following functions:

Minimum/General Experience

·  1-5 or more years of Architectural CAD design systems.

·  Experienced in developing design plans and details in conjunction with existing AIA architectural CAD standards.

·  Experienced in fire protection and security systems design practices, symbols and details

o  Functional Responsibilities

·  Create new drawings, or revise existing drawings, as necessary and forward to the Project Manager/Project Consultant for review.

·  Provide technical expertise and guidance to ensure accuracy of all design drawings.

·  Performing project tasks assigned by the Personnel Manager utilizing proper technical inputs, references, and methodologies.

·  Coordinate Designers/CAD Technicians to ensure design drawings are completed on schedule.

Minimum Education

·  Associated of Arts degree from an accredited Junior College in CAD design or practical experience equivalent. NICET Level I desired.

Fire Protection International Consortium, INC. (FPI)’ Most Favored Customer (MFC) / and Basis of Award (BOA) customer is All Commercial Customers. The prices offered to GSA, excluding the required .75% IFF, are equal to or better than the prices offered to the MFC. The GSA prices, excluding the required .75% IFF are at least equal to the MFC prices. The terms and conditions offered to GSA are better than the MFC.

Service Contract Act: The FPI acknowledges that the Service Contract Act (SCA) is applicable. In accordance with FAR Part 22, service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates.

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the cited SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCA matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly
