HUMAN RESOURCES CONSULTANCY ASSIGNMENT (SSA)

Location:MadagascarCountry Office

  1. Background

UNICEF Madagascar has embarked in the implementation of its new country programme (2015- 2019), which intends to achieve a strategic shift from service delivery to a multilayer programme implementation at both upstream, decentralized and downstream levels. MCO is in the early stage of the execution of its CPMP Change strategy for implementing the new CPMP and managing a complex transition, entailing significant staff movement (on-boarding; reassignments and off-boarding). The new CPMP (2015 – 2019) resulted in: (i) the establishment of 54 new positions (6 IPs; 45 NPs and 3 GS); and (ii) the abolishment of 53 positions (15 IPs; 31 NPs and 7 GS). The country office also anticipates significant staff turnover in 2015, due to IP rotation, NP reassignment and expiry of TA contracts.

The HR consultancy is justified by: 1) the need to quickly implement the new CPMP, with a special emphasis on fast tracked and quality recruitments; 2) the need to update the country office orientation and induction package, in view of the high number of new staff; and 3) the need to provide effective support to off-boarding staff.

  1. Key deliverables for the assignment
  1. Support the local HR team in carrying out fast and quality recruitments, with a special emphasis on the newly established positions (November 2014 PBR).
  2. Assist the local HR team in the implementation of the November 2014 PBR Results, including the administrative process of official notification to concerned staff.
  3. Support the local HR team in the revision of the on-boarding & off-boarding material. Assist the HR team in delivering orientation & on-boarding sessions to in-coming staff, as well as briefing and support to off-boarding staff.
  4. Support the HR team in the operationalization of functional talent groups (for FT positions), and reinforce the local roster of pre-qualified candidates for short term assignments (TAs & Consultants).
  5. Maintain proper filling system (Electronic & physical) of all the above described activities and provide a detailed hand over note at the end of the support mission.
  1. Profile of the candidate

Madagascar country office is seeking for a candidate at P2 – P3 or NO-B – NOC equivalent level.

  1. Academic qualifications

University degree in Business Administration, Management International Relations, Social Sciences , Psychology or other relevant disciplines. Additional professional training in Human Resources Management is an advantage.

  1. Work Experience:

A minimum of five (5) years of relevant professional work experience, proven track records of sound HR management with UNICEF, with an emphasis on Recruitment and HR Administration. Field work experience is desirable; Background/familiarity with Emergency is an asset.

Certification in Competence-Based Interviewing (CBI) is required

  1. Language Proficiency

Fluency in French and English (written and oral) required.

  1. Conditions of the consultancy

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
