Class Summary

The responsibilities of this classification include managing and overseeing the consistent service delivery, compliance and practices of human resource programs and functionsin a large division or multiple smaller divisionsand/or officesin a largedepartment. The HR Service Delivery Manager I (SDM I) provides day-to-day supervision of HR professionals and support staff.

Distinguishing Characteristics

This is the first level in a three-level HR SDM classification series. Positions allocated to the HR SDM I classification manage the labor relations, employment, classification/compensation, training and development, and performance managementfunctions for a large division, or for multiple smaller divisions/offices within a large department with a variety of business lines or complex labor relations environment.

This classification is distinguished from the HR SDM II in that the SDM II oversees and manages allHR functions for a department and supervises positions allocated to the HR SDM I classification.

Examples of Duties (May vary by position)

  1. Manage, oversee and implement human resources functions and programs for multiple divisions/offices or a large division with complex functions.
  2. Supervise and direct human resource professionals and support staff; allocate staff and resources to meet service delivery demands and workload fluctuations.
  3. Partner with division management and the department’s SDM II in coordinating and implementing human resource delivery in support of departmental strategies, goals and objectives.
  4. Ensure human resource systems and processes meet legal requirements, business needs, and expectations.
  5. Analyze, interpret and apply personnel policies, procedures and guidelines and other human resource programs, projects and recommendations; oversee the dissemination of human resource policy information; lead and/or participate on policy development committees.
  6. Prepare written and statistical reports as necessary.
  7. Perform other duties as assigned.

Knowledge of HR generalist functions, including employment, labor relations, training, staffing, classification/compensation and performance management.

Knowledge and skill in the application oforganizational development theory and best practices; strategic planning;and project management, including resource and budget allocation and organizational and time management

Knowledge of public sector management; skill in working in a political environment

Advanced skill in communicating effectively verbally and in writing

Advanced skill in problem-solving, conflict resolution and decision making

Skill in interpreting, advising, explaining and applying pertinent laws, rules, regulations, policies and guidelines

Skill in using current office software programs including word processing, spreadsheet, database and email software programs

Skill in gathering, analyzing and synthesizing data from multiple sources, formulating responses and recommendations to business issues and presenting information to a variety of audiences

Skill in handling sensitive issues while maintaining confidentiality
