Position Title: Fiscal Officer

Position Description: Full-Time Exempt

Reports to: Hubbard Public Library Board of Trustees

Job Description:

The Fiscal Officer is responsible for overseeing the financial operations of the Hubbard Public Library according to the statutes of the State of Ohio, the directives of the State Auditor, and the policies and decisions of the Library Board of Trustees.

Qualifications:

Bachelor’s Degree in accounting, finance or related field from an accredited institution. Three to five years of accounting and budgeting experience, with governmental or public fund accounting experience preferred. Center for Public Investment Management (CPIM) training or Certified Public Finance Officer (CPFO) preferred. Experience in human resources and library administration a plus.

Applicant must be qualified to be bonded. Applicant must be able to pass a criminal background check, financial background check and drug screening.

Required Knowledge and Skills:

·  Knowledge of accounting principles and practices with strong mathematical aptitude.

·  Understanding of public funds accounting, including public sector revenue sources, expenditure requirements, statutory requirements, and reporting requirements.

·  Advanced skills in Microsoft Office applications, internet and email usage.

·  Exceptional ability to use judgment and discretion in handling library funds and personnel information.

·  Capacity to learn and apply the administrative policies governing public entity financial practices and procedures.

·  Ability to work independently, set priorities and use time effectively.

·  Ability to effectively work under time constraints and deadlines.

·  Ability to effectively communicate both verbally and in writing.

Essential Duties and Responsibilities:

Maintain financial accountability for all financial transactions per the Ohio Revised Code.

Maintain the financial record of funds in accordance with Chapter 117-4 of the Ohio Administrative Code, which lists the requirements of the State Auditor’s Office.

Assure that all financial and personnel matters conform to the law and any policies established by the Board.

Receive and deposit all funds in authorized depositories according to protocol.

Pay out money via check signed by the Fiscal Officer and the President, Vice President, Treasurer or other authorized Board member.

Conduct audit preparation for biennial audit.

Prepare and maintain all payroll and fringe benefit records in compliance with the requirements of the Ohio Revised Code and applicable federal and local regulations. Some fringe benefits will be coordinated by the Director and the Fiscal Officer.

Maintain employee personnel files, as well as, unemployment and workers compensation files and reports.

Assist director in updating and maintaining library policy handbook.

Assist director with human resource duties.

Responsible for keeping the Director apprised of all issues regarding library finance and budget, issues involving personnel and the public and all other matters that may impact the effective and efficient operation of the library.

Provide recommendations regarding the financial implications of library business decisions to the Director and the Board.

Work with the Director to gather data to prepare annual tax budgets, appropriation budgets, short and long-term financial projections, budgets for staffing needs, and any other reports requested by the Board.

In conjunction with the Director, maintain library insurance policies, keeping accurate records, paying premiums when due and periodically reviewing policies for currency and cost.

Render a monthly statement to the Board showing revenues, receipts, disbursements, assets, liabilities, and any special financial analysis requested by the Board.

Annually and upon request, prepare and submit a complete financial statement showing the receipts and expenditures in detail for the entire year or the requested time period.

Attend all Board meetings and other meetings as required. Keep minutes upon request of the Board.

Train, supervise and review the work of the Deputy Fiscal Officer.

Implement accounting system changes.

Complete annual continuing education requirements in the investment and management of public finance offered by the Ohio Treasurer’s Office - Center for Public Investment Management (CPIM). (Minimum 6 hours and must include Ohio Ethics Law training.)

Maintain a harmonious relationship with the Director and other staff members.

Solicit bids as directed by the Board of Trustees or library Director and communicate with government offices, vendors and contractors on behalf of the library.

Perform other related duties as required.

Physical Requirements:

·  Prolonged sitting (up to 90% of the work week)

·  Keen attention to detail with a high degree of accuracy.

·  Availability for extended hours as needed, including evenings and/or weekends.

·  Manual dexterity for handling forms, paperwork, checks, etc.

·  Ability to use the telephone, calculator/adding machine, photocopier, fax machine and computer.

·  Ability to move about several floors of the library for access to financial records.

·  Ability to travel off site to make bank deposits, attend meetings, etc.

·  Ability to lift boxes of financial records, etc. up to 25 lbs. in weight.
