- Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
Currently the State of Connecticut has a custom system, ATC, to facilitate the Re-employment/SEBAC process. This process requires the State to conduct a search of employees that may have ‘Rights’ to an approved vacant position when processing a position appointment. A certification list is run to identify an employee. If the employee is hired or transferred into a position as a result of the list, the certification number needs to be added to their employment record for tracking purposes. The ATC system will remain in place once PeopleSoft is implemented, however, there is a need for the certification number to be indicated at the employee level in PeopleSoft, and an interface to send new hire and transfer information to ATC for auditing. As delivered, PeopleSoft does not have the ability to store a certification list at the employee level, nor is there a delivered interface to extract this information from PeopleSoft and send it to ATC for auditing.

In order to maintain the current ATC system an interface to send the appropriate certification information to ATC is required. This will allow the Re-employment/SEBAC unit to verify that the correct employee was hired or transferred into a position with the correct certification number.

An interface would allow the State to maintain their current Re-employment/SEBAC functions in ATC.

Describe the changes to the organization that result from the recommended solution. Include a description of any role, process, statute, or bargaining unit agreement affected.
The Central Re-employment/SEBAC unit will need to adjust their business processes, as the ATC system will no longer validate against a personnel system. Many of the validation routines will be disabled and may require more manual scrutiny to verify the process was followed.
Agency HR Specialists will need to indicate the certification number used to determine who to hire or transfer in the employee record in Core-CT.

Option 1. Maintain the current legacy ATC system for the Re-employment/SEBAC process. Require the Agency HR Specialists to notify the Central Re-employment/SEBAC unit outside the system of the new hire or transfer and the corresponding certification number.

Description: Create a custom batch interface that would transmit employee personal and job information from PeopleSoft to ATC on a nightly basis. The interface should include the department id, job code, union code, location code, SSN, operator id that performed the transaction, and certification number. These values will be in PeopleSoft format and it will be up to ATC to translate them to a legacy value if necessary.
