1. Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
Each Agency is required by the State of Connecticut Commission on Human Rights and Opportunities, CHRO, to report on Adverse Impact by Job Group. UCONN creates a report for the entire University and a detailed breakdown of each campus. Currently agencies using the APS-PC reporting system create this report using a series of ad hoc queries. The Adverse Impact report compares EEO Groups and Gender against the highest percentage EEO Group and Gender within a Job Group and Agency based on Job Actions that occurred within the specified period. PeopleSoft, as delivered, provides an Adverse Impact Report, APP001, however, the comparison is between EEO Groups and white males and Gender and white males. The race and gender calculations are separated, whereas the State of Connecticut’s comparison is on race and gender combined.

State of Connecticut Affirmative Action regulations (46a-68) require annual reporting on Adverse Impact by job group within each Agency for specific job actions based on the highest percentage employee group (race and gender) within a job group and agency. The year period is that determined by the Commission of Human Rights and Opportunities (CHRO) for the Agency’s Affirmative Action Plan.

Agencies will run queries to produce information needed. This process is currently handled manually except for UCONN/UCONN Health.

The Agency HR Specialist would need to be trained to run the query.
8. Process Solutions
Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.
Option 1. Create queries of Hire, Promotion, Termination, and Applicant transactions by race and gender for each job group within an agency. Determine the highest percentage group of race and gender within each job group and agency. Manually calculate the percentage of Adverse impact. Complete the CHRO Adverse Impact form manually based on calculations. This would maintain the State’s current level of Adverse Impact reporting.

Description: Modify the delivered Adverse Impact Report, APP001, to run by agency. For UCONN, the report would need to be run for the entire University, and then for each Campus. Note the location of the campus field in PS has not been defined. The report should combine the calculations of adverse impact for race and gender. In addition, the adverse impact success rate and percentage should be based on the highest group of race and gender within a job group and agency, not white males. This report would improve the State’s current Adverse Impact Analysis process, which is manual.
