  1. Requirement Description

Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.

Currently, the legacy system maintains the service status for every job code. This function is used to determine the type of service is associated with the job code such as classified-competitive, classified-non-competitive, classified - non-examined, or unclassified. This information is used when recruiting to determine if the candidate requires an examination, a license or certification, or needs to only meet the minimal qualification. This field exists in PeopleSoft but only on the position record and only allows for the following values: classified, temporary and unclassified.

Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc.

This field is needed when determining if a job code should be classified - examined, classified-non examined, classified – non competitive or unclassified for hiring purposes. The reference need would occur every time an agency fills a position. If a position were inappropriately filled, the state would be in violation of the state statute. At this time, the team is not aware that PeopleSoft would be providing this information in a future release.

10/12/01 – LMS – The service status field is an expanded characteristic of the Job Code. The position side also captures the service status but only captures if a position is classified or unclassified. The service status/single digit field identifies if the classification should be filled with a “C” – (competitive) examined person, “G” – (unexamined) a person with a license or certificate, or “N” – (non-competitive) a qualified candidate. This field is used to assist those Agency and Central HR Staff in appropriately offering a candidate a position. 5-200(c) and 5-206

PeopleSoft does not currently capture the service status information on the job code side. DAS and agencies would need access to this information for hiring and examination purposes and having the field added would provide ability to report on the field.

This modification is required to meet the State Statute 5-206 requirement.

Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.

Option 1. Utilize the DAS Classification Database, which includes this field. This would mean that every time an employee/candidate is appointed to a position, the Central and Agency HR Specialist would need to verify the service status by logging into another system.

Option 2. Include this information at the end of the job code description field, which currently exists, as text rather than a specific code. This would not allow for reports to be run against this field because it would be freeform text.

Description: Add the service status indicator field to the jobcode page and record. This is the same service status field that exists on the position record. Translate values that correspond to the State's service status will need to be developed for the service status field which will exist on the jobcode, position records and Job Data/Job Information page. This will provide needed information during the position creation and hiring process, as agencies are responsible for filling positions with candidates that meet the appropriate service status (competitive, unexamined, non-competitive).
