IMPLEMENTATION

The Caln Township Comprehensive Plan must be strategically implemented in an integrated, coordinated and opportunistic manner. The purpose of this Chapter is to provide direction concerning the following issues:

·  How will the Caln Township Comprehensive Plan be implemented;

·  How will the assignments be managed and delegated within the municipal departments;

·  Who will be assigned the responsibilities for implementing specific tasks;

·  What are the tasks that will be required to successfully implement the assignments;

·  When should the tasks and assignments be completed;

·  What priorities should be assigned to each task and assignment; and

·  Who monitors the effectiveness of the Caln Township Comprehensive Plan.

The Caln Township Comprehensive Plan should be considered as a continuous process that provides sound guidance and direction over the next twenty (20) years. The content of the preceding chapters and maps have a direct and indirect correlation with each other, but ultimately reflect the vision of Caln Township. The municipal officials should continuously monitor the effectiveness of each chapter in an effort to effectively implement the recommendations established within this Comprehensive Plan in accordance with the schedule contained in this Chapter.

A. RESPONSIBILITIES AND TIMEFRAME FOR COMPLETION

The implementation strategies and action plan that are contained within the following tables are a summary of the recommendations contained within Chapters 3 through 13 of this Comprehensive Plan. The responsibilities and timeframe for completion are further described as follows:

Responsibilities: The responsibilities for implementing the recommendation is assigned to a specific board, department, authority, group, agency, special task force or person (in ranking order) who may delegate the task to another responsible party listed on the chart. An example of this delegation may be for the Board of Commissioners to assign the responsibility of overseeing the preparation of an amendment to the Zoning Ordinance to the Planning Commission and assign the preparation of the same amendment to a planning consultant. Another example is for the Board of Commissioners to assign the Manager and the Public Works Director to meet with representatives of the Coatesville Area School District to discuss the feasibility of a joint recreation project featuring the construction of athletic fields for use by the students and residents of the community. Most of the responsibilities assigned to the action or recommendation commence with the Board of Commissioners.

Timeframe: The three (3) designated timeframes for completing the assigned recommendations under the implementation strategies should be interpreted as follows:

Continuous: The implementation strategies should be considered immediately by those assigned with the responsibility and continuously applied through the 20 year planning period for this Comprehensive Plan.

Short Range: The implementation strategies should be considered by those assigned with the responsibility between years 1 through 5 years of this planning period.

Long Range: The implementation strategies should be considered by those assigned with the responsibility between years 5 through 20 of this planning period.

The planning period for the Caln Township Comprehensive Plan shall commence in September of 2003 and conclude in the year 2023.


B. RECOMMENDATIONS AND STRATEGIC ACTION PLAN

The recommendations and strategic action plan should provide guidance for the implementation of the Caln Township Comprehensive Plan. The planning recommendations outlined below have been formulated in an attempt to provide direction to accomplish the goals, objectives and policies that have been outlined within Chapter 2 of this Plan. Further, these planning recommendations summarize the background analysis, theories and conclusions that have been developed as part of Chapters 3 through 13 of this Plan. The responsibilities assigned to implementing the task or recommendation should be consider in a ranking order of delegation (highest to lowest). The timeframe for completion has been previously defined within this Chapter.
