How to request Signatory Access in NetDMR

[Title Page: How to Request Signatory PermitAccess – Duly Authorized Representative (DAR) or Responsible Official (RO)] This video will demonstrate the process of how to request Signatory access to a permit in NetDMRas a Responsible Official or Duly Authorized Representative, or DAR,so that you can sign and submit discharge monitoring reports.

The Responsible Official is a person who is authorized to sign and submit DMRs themselves. The DAR is a person who is authorized to sign and submit DMRs on behalf of a Responsible Official.

[Begin video demo on NetDMR Login page, Log in to your CDX account atnetdmr.epa.gov. [Type in your CDX User ID and password, click Sign In.]

Click on your Permittee (signature) role and Continue to NetDMR [Click on the Permittee (signature) roleon your MyCDX page and then click the link to Continue to NetDMR.]

Click on the Request Access link. [Click the Request Access link in the top left hand corner of the screen]

Type in your permit ID and Click Update.[Type in the permit ID in the Permit ID text box for the permit to which you are requesting access and click Update.]

Select the Signatory role and click Add Request.[Select the Signatory role from the drop-down menu. The other options are: View, Edit, Permit Administrator. Then click Add Request.] This will add your request to a summary of current access requests. If you are requesting access to multiple permits, you can add each permit ID on this page by repeating the above steps. If the wrong Permit ID or Role was selected on this table, click on the “x” next to the Permit ID to delete the request.[Click X, then OK on the pop-up window.]

When finished adding all permit ID access requests, click Submit.[Click submit.]

For each permit ID, choose your employer’s relationship to the facility from the drop-down menu. [Choose one of the options, which are: Parent, Facility, Other.]

Select whether you are the Responsible Official by clicking on the first radio button or the Duly Authorized Representative (DAR) by clicking on the second radio button. [Click the radio button for “I have the authority to enter into this agreement for the Permittee under the applicable standards” if you are the RO or the radio button “I am authorized by the person below who does have the authority to enter into this Agreement for the Permittee under the applicable standards” if you are the DAR.]If you are the DAR, fill in the required information about your Responsible Official and click submit.[If you are the DAR also fill in the Responsible Official’s information (Name, Title, Phone Number and Email Address). Click submit.]

You must sign and submit a Subscriber Agreement for your request to be processed. You can choose to sign via paper or sign electronically.

It is important to note, if you are the Duly Authorized Representative and your Responsible Official does not have access to NetDMR, you must select the option to sign via paper.

To sign a paper Subscriber Agreement, click sign via paper[click on sign via paper].Your Access Request status is now Pending. To print the Subscriber agreement,go to your My Account page [click on My Account in the top left corner of the screen.] Scroll down to see your pending access request and click on the Printer Icon under the Subscriber Agreement column to review your Subscriber Agreement [click the printer icon next to your Pending status].To print the Subscriber Agreement, you can use the control or command and p keys on your computer keyboard. [Click the Ctrl (or Command, for Mac users) and p keys on the keyboard at the same time, and click on Print;] Then close the window. [Click on the “x” box in the upper right corner of the pop-up window.]

The paper subscriber agreement must be signed and then mailed to your Regulatory Authority (RA) at the address provided on the Subscriber Agreement. If you are a DAR, the subscriber agreement must also be signed by the Responsible Official. Your RA will process and approve your access request. You will be notified via email when your Subscriber Agreement is received and your access is granted.

If you are a DAR and your Responsible Official has access to NetDMR, or you are the Responsible Official, you can choose to sign the Subscriber Agreementelectronically. [Click the button for sign electronically].

Review your Subscriber Agreement and then click the button to Sign Electronically.[Click Sign Electronically.]

Enter your CDX password, click Login, answer a security question, click Answer, and then click Sign to submit the Subscriber Agreement electronically.[Type in your CDX password and click the login button; enter your security answer and click the answer button.]

[Confirmation page]Now the request has been submitted for approval. If you are the DAR, the request must first be approvedby the Responsible Official from within NetDMR.[Open email received by RO] The Responsible Official will receive an email notifying them to approve your request. [Screen shows NetDMR Zendesk web address ( and name of video (NetDMR Training: How To Approve Duly Authorized Representative (DAR) Request)] For instructions on approving the request, please visit the NetDMR Zendesk at netdmr.zendesk.com and watch the “How to Approve DAR Request” video. Once it is approved by the Responsible Official, the request will be submitted to your RA. If you are the Responsible Official, it will be sent directly to your RA. Once approved by your RA, you will receive an email stating that your request for access has been approved.Then you will be able to log back into NetDMR to edit, sign and submit DMRs for the Permit ID.
