The House assembled at 9:30 a.m.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

Eternal God and Father, we thank You for the beauty of the earth from which our senses drink. May the glory of the earth, which displays Your handiwork, remind us of Your ever-abiding presence. In all this holiness of beauty, lead us to beauty of holiness. Lift us out of the bondage of fear and the captivity of uncertainty as we place our hand in Yours and say in confidence "where You lead, I will follow." Teach us to know that You are not only our Shelter, but our way of life. Give us eyes to see You and will to follow Your way. Amen.
