Members of the public discussed matters of interest with the councillors prior to the meeting.

The planning committee met and raised no objections to extensions at 265 Holt Road, 4 Magnolia Close and 2 Millers Way but they felt that there would be access problems from an unadopted road to the extensions at the medical practice and a detrimental affect on the neighbouring property in Pyehurn, that extensions at 19 Marigold Close would be overdevelopment of the site and they raised concern about access and manoeuvring on a bend in connection with a take-away at 88-92 Holt Road.

2.  Declarations of Interest Corinne Tuddenham-Trett as a VHMC member, Jean Sallows and John Starling as Church Room committee members and John Starling as district councillor.

3.  Minutes of the previous meeting were confirmed and signed.

4.  Reports on matters not on the agenda Pyehurn The Clerk’s letters to Wimpey had been returned but he had ascertained their new address and had written again. Church Field The sale had gone through and the PCC had been given the grant of £1,758.95 to effect the purchase and to cover legal fees. A few minor discrepancies had to be resolved on the Council’s lease for the remainder of the field. Dog Lane / Horsbeck Way Path Bloor had been appraised of developments and the next stage was for Broadland to confirm in writing that a diversion would not be enforced. Sandy Lane The Clerk had established that there were five owners along the lane and had almost completed the establishment of their respective boundaries. Bus Shelter All panes had been smashed and the polycarbonate replacements were expected shortly. Name Badges still under investigation by the Clerk.

4a. Northern Distributor Road The Clerk was asked to write to NCC stressing the importance of an asphalt surface to reduce noise, to introduce measures to mitigate the effects of increased traffic flow through Horsford, to consider the introduction of cycle and footways to Norwich and adjacent villages and to positively state what was being done to reduce the impact on wildlife.

5.  Quality Parish Council The Clerk confirmed that grants of £478 and £1000 had been received from Broadland and the NRCC. Concern was raised about the lack of enthusiasm amongst councillors to become involved and the fact that the drive to QPC was now resting with a few. It was agreed to put this on the agenda for the next meeting.

6.  VHMC Delegate following the resignation of John Starling as the Council representative Jean Sallows was appointed in his place.

7.  Casual Vacancy Following the resignation of Adrian Scott the Clerk had instigated the appropriate procedure with Broadland. It was agreed that if no election was called for, the vacancy should be filled by co-option.

8.  CCTV It was confirmed that the Council would pay one third of the upgrade cost £1,253.33

9.  Data Protection Act After the Council’s attention had been drawn to the matter by Jon Cook the Clerk reported that he would be attending a training course on this subject in a few weeks and he would report on the action necessary.

10.  Millenium Seat Following a retrospective grant application from the church room committee, the Council resolved to donate £100.00 towards the cost of paving around the seat.

11.  Draft Accounts The clerk reported on the likely balances at the year end and the Council resolved to “earmark funds” as follows: Strategic Reserve £20,000 Lighting Self-insurance £ 2,000 Future Amenities (inc. projects from Parish Plan) £30,000 QPC £ 750

12.  Correspondence Defra had written with guidance notes on the Clean Neighbourhoods and Environment Act Reported crimes were 3 The new vicar is to be Rev.Stella Green in charge of Horsford, Felthorpe and Hevingham. The County training programme was received and noted.
