Purpose: This position will serve as the Housing Opportunities for Persons with AIDS (HOPWA) program specialist, and is responsible for providing information, tools, policy guidance, and other support the Michigan Department of Health and Human Services Housing and Homeless Services Division. The specialist will be responsible for monitoring and supporting the efforts of MDHHS’ sub-recipients delivering services through HOPWA funding. This position will work collaboratively with the MDHHS Division of HIV and STD Programs to develop integrated training, funding support and data management.

Duties and Responsibilities:

  • Serve as subject matter expert on HOPWA.
  • Develop and monitor progress in meeting project objectives and performance measures.
  • Work with multiple Divisions within MDHHS to coordinate information sharing, develop and deliver education and technical assistance support on HOPWA.
  • Collaborate with MDHHS Division of HIV and STD programs to develop integrated training, funding support and data management.
  • Participate in homeless and housing related trainings and conferences.
  • Participate in HIV/AIDS related trainings and conferences.
  • Complete and issue a HOPWA program manual.
  • Review and approve HOPWA expenditures, track annual allocation and spending; track program outcomes.
  • Conduct site visits and annual monitoring with HOPWA sub-recipients;
  • Maintain a positive, strong, credible, professional and interpersonal relationship with all parties relevant of MPHI projects, and represent the best interest of MPHI at all times
  • Develop annual contract applications for HOPWA sub-recipients.

Qualifications and Requirements

Education: Bachelor’s Degree in a health or human services related field. Master’s Degree in public health or human services discipline is preferred.

Experience: At least two years of experience with federal housing or human services grant management required. Experience with homeless programs, and/or HIV/AIDS programs, and/or permanent supportive housing programs is preferred. Demonstrated experience supporting sub-recipients or grantees with adhering to program requirements required.

Important Skills and Characteristics: Strong written and verbal communication skills. Ability to present conclusions in written and graphic form. Ability to formulate procedures relevant to program areas based on information of conceptual nature from varied and complex sources. Ability to plan, coordinate and expedite work projects. Ability to communicate with others effectively. Ability to prioritize work and accomplish assignments timely.

Work Environment and Physical Requirements: May require limited in-state travel; occasionally overnight. Requires a valid vehicle operator’s license and access to a vehicle to attend off-site meetings, conferences and trainings. This position will be located in the Lansing area.

This position is a member of the MDHHS Housing and Homeless Services staff but will work collaboratively with the Division of HIV and STD Programs. The position is responsible for assisting with projects as indicated and will be collaborating with additional programs within MDHHS.
