Hooper City Council Meeting Minutes
February 16, 2017

WORK MEETING
The agenda was reviewed. There was discussion about code enforcement and the progress for approving Title 10. Councilman Scoffield discussed the information from the Sheriff’s meeting.
COUNCIL MEETING
1. Mayor Green opened the meeting at 7:00 p.m.
2. The Pledge of Allegiance was led by Councilman Hill and prayer was given by Councilman Cooke.
APPROVAL OF MINUTES
The minutes from the last Council meeting were reviewed by the Council.
Motion: Councilman Scoffield made a motion to approve the January 16, 2017 Council meeting minutes.
Seconded: Councilman Cooke seconded the motion and it was passed unanimously by the Council.
CITY BUSINESS
1. Julee Smith from Your Community Connection (YCC) had a presentation for the Council and was asking for help to fund the center. The center services domestic violence victims. There are people from Hooper City that has had to use the shelter for help. The shelter provides a crisis hotline, free licensed childcare, meals, safe shelter, victim advocacy, parenting classes, rape and sexual assault counseling, victim advocacy and many other services. They are available 24 hours a day. Ms. Smith was asking if Hooper City could pay $3,000 per year to help fund these services.
Eric Young is a Ogden City Deputy and the President of the YCC. He was also asking for the City to consider funding to help with this service.
Motion: Councilwoman Brinkerhoff made a motion to approve $3,000 to go to the YCC to cover the City’s use of this facility.
Seconded: Councilman Scoffield seconded the motion and it was passed unanimously by the Council.
2. Mayor Green presented the request for the release of easement at the rear of the property for Doug and Cassie Brown at 6092 W. 5300 S. Mrs. Brown said they would like to build an out building closer to the back of the property than the 10-foot easement allowed. They have acquired the letters from the utility companies stating they do not have plans to use the 10-foot easement.
There was no public comment.
Motion: Councilman Scoffield made a motion to approve the release of easement at the rear of the property of Doug and Cassie Brown at 6092 W. 5300 S.
Seconded: Councilman Hill seconded the motion and it was passed unanimously by the Council.
3. Tracy Allen made a statement that Paul Taylor from JUB Engineer is considered in Utah as being the foremost expert on storm water issues. He has fought to help the EPA understand that some requirements may pertain to other states but do not work in Utah. Mr. Taylor presented the study for the storm water requirements and is here to give options for the City to discuss a storm water utility fee. The requirements will be costly for the city and there will be fines for those cities that are not complying too the requirements. Hooper has been regulated since 2003 and has done the minimum required. The cities that are doing the minimum are getting in trouble and will eventually be fined. Mr. Taylor said the Division of Water Quailty is auditing every city and he felt it will be within the next two to three years Hooper City will be audited. Ninety percent of the regulated cities in Utah are assessing a fee on the utility bill to help with the cost of complying. The Council needed to decide if the city was going to assess a monthly fee for storm water.
Motion: Councilman Scoffield made a motion to approve the implementation of the storm water utility fee for Hooper City.
Seconded: Councilwoman Brinkerhoff seconded the motion and it was passed unanimously by the Council
4. Mayor Green presented the business license list for 2017 to the Council for their review. No action was needed.
5. Mayor Green showed the Council the LUAU film for the yearly open meeting act training requirement. It was the presentation from Attorney David Church. This will fulfill the yearly training requirement for the Council. All of the Council members were present.

Councilman Scoffield made a motion to adjourn.
Councilman Ostler seconded the motion.
