The minutes of the above meeting had been circulated in advance. The minutes were approved and signed as a true record.

14/262 To consider the following applications, based on the information available:

The following applications were considered, based on the information available. Participation of those Councillors who are also Members of the District Council in both the debate and subsequent vote is on the basis that the views expressed are preliminary views taking account of the information presently made available to the Town Council. The District Councillors reserve their final views on the application until they are in full possession of all the relevant arguments for and against.

14/0557/MOUT
The Chairman introduced the application and declared the meeting out of session
Miss Maureen Phillips spoke in support of the application, noting the following:
·  It is plan led as a site allocated under the new Local Plan

·  It supports sustainable development
·  It shows due regard for sequential development
·  Allows for a mix of housing including affordable homes
·  Promotes healthy communities
·  It is a brownfield site
Mr Richard Pratt spoke in support of the application, with reference to the following points:
·  The site lies in the Built Up Area Boundary and is a brownfield site
·  The site is sustainable
Mr Pratt supported Miss Phillips’ comments with regard to concern for those businesses having to re-locate due to the proposed development and requested that the Town Council support those businesses in every way possible.
The Chairman thanked the members of the public for their comments.

The Deputy Town Clerk read the comments submitted by Cllr Vivienne Ash, the correspondence from a nearby resident and the objections and concerns raised by members of the public.
The Town Council unanimously supports this application and wishes to highlight the following points:
·  The Town Council supports the comments of the S.106 Officer and in particular with regard to the need for a higher proportion of affordable housing
·  The Town Council suggests that an additional contribution towards improvements at Turks Head junction should be sought

·  The Town Council requests clarity with regard to the future of Mountbatten Park which is in close proximity to this site
·  The Town Council suggests that sustainability could be improved through provision of pedestrian and cycle access through Town Farm Lane/Town Farm Close/Oaklea in the south eastern corner of the site
·  The design of the whole site should be capable of integrating the remaining areas of employment land should these become available at a future date

With regard to item 5. above it was agreed to seek clarification from East Devon District Council as to why the Town Council was not made aware of this application and consulted as an adjoining parish. The Town Council noted that the proposals are for housing for family members. Following the decision on application 13/2594/OUT (land east of Tracey Mill Cottages, Honiton), the Town Council would await the Local Planning Authority’s decision with interest.
