1Objective

This document gives a description of the profiles and requirements for IT service personnel where referred to in the technical specifications.

Where the A-Services as described in the Technical Specifications make reference to one or more profiles laid down in this document, tenderers must submit a proposal that meets the required IT profile(s). However, when submitting their offer for A-Services tenderers are free to add on more profiles in quality and/or quantity, provided the minimum requirements as defined in the technical specifications are met. When adding on extra profiles, tenderers may offer profiles as defined in this document or propose any other profile they consider fit to carry out the service.

B-Services will be ordered per service order or specific contract on the basis of the profiles laid down in this document and the financial sheet for B-Services as submitted in the successful tender's financial offer.

2General Conditions

In line with the Framework Contract, the following conditions apply:

  • The Contractor must present personnel that match the requested profile description.
  • During the assignment, personnel whose conduct, behaviour, abilities or knowledge of languages the Commission Services consider unsatisfactory or who prove incapable of carrying out the specified tasks to the required standards have to be replaced at the request of the Commission Services, as laid down in the Framework Contract or Specific Contract.
  • Replacement of personnel by the contractor must not impede the continuity of the service and the project nor must it lead to any delay or to an increase in costs. The Contractor may only exceptionally replace personnel, whether temporary or permanent, and only with prior permission in writing of the competent Commission Services.
  • Whenever a member of personnel is replaced, replacement personnel must be provided whose qualifications, experience and expertise is at least equal to that of the person replaced and a minimum of two replacement candidates with the required qualifications and experience should be proposed. This requirement must not generate any additional cost for the Commission; no charge may be made for training and associated costs in connection with replacement personnel. The replacement candidate must be given sufficient training during an adequate handover period to be agreed upon in advance, so that he/she may be immediately operational when the original candidate is withdrawn.
  • Any request for replacement must indicate and confirm the equality of the qualifications, experience and expertise of the replacement personnel and include a copy of his/her personal profile.

3Description of the profiles

For each profile the following information regarding requirements is provided:

Nature of the tasks / These are examples of the tasks that will be expected of a person proposed with the required profile. This list is not exhaustive and is to be regarded as an indication.
Education / A description of the minimal educational qualification that is required for the profile.
Knowledge and skills / A list of the minimal knowledge and skills that a person with this profile is expected to possess.
Experience / The required experience for the profile.

4profiles

4.1Project Manager / Deputy Project Manager

The Project Manager manages the overall provision of all A-Services and B-Services and provides advice and assistance in any area associated with the procurement, provision, delivery, maintenance or effective use of information systems and their environments.

Nature of the tasks /
  • Be the Commission’s contact person for all items related to the execution of A-Services and B-Services;
  • Provide a functional electronic mailbox to facilitate communication between the project team and Commission services. The project manager must guarantee that any incoming mail to this mailbox is either fully answered within one working day or answered with a holding reply indicating when an answer can be expected;
  • Allocate the agreed resources for the execution of the services;
  • Ensure quality management;
  • Maintain and apply risk management and quality assurance procedures;
  • At the request of the Commission Services, participate in meetings with the PMB or any other project meeting;
  • Provide progress reports and monthly status reports where requested;
  • Contribute to coordination tasks together with the Commission's Project Management Teams;
  • Manage any subcontractor issues (if applicable).

Education /

Knowledge and skills /
  • Ability to participate actively in meetings, good communicator.
  • Assistance and support with the preparation and validation of quality plans, feasibility studies and consultancy studies for building and maintaining information systems.

Experience /
  • Minimum 10 years, or 15 years without university degree or equivalent, in IT.
  • Minimum 4 years experience in consulting relevant to the requested subject.
  • Proven experience with quality procedures.

4.2Technical Consultant

The generic definition of technical consulting that can be applied to any specific area.

Nature of the tasks /
  • Consultancy studies in a specific technical domain regarding information systems.
  • Provide expertise in a specific technical domain regarding information systems.
  • Technical evaluations.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to participate actively in meetings, good communicator.

Experience /
  • Minimum 5 years in IT.
  • Minimum 2 years experience in technical consulting relevant to the requested subject.

Two specific technical domains are of particular relevance for SISII/VIS: biometry and telecommunication.

4.2.1Technical Consultant Biometrics

Nature of the tasks /
  • Consultancy studies in the specific domain of biometrics (especially fingerprints and facial recognition) with reference to the implementation and deployment of large-scale information systems.
  • Provide expertise for examining options with regard to the implementation of large-scale biometric information systems.
  • Provide expertise in the deployment of large-scale biometric information systems.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Knowledge of biometric methods and interoperability standards.
  • Ability to actively participate in meetings, good communicator.

Experience /
  • Minimum 5 years in IT.
  • Minimum 2 years experience in technical consulting relevant to biometrics.
  • Experience in implementing Automated Fingerprint Identification System.

4.2.2Technical Consultant Telecommunication

Nature of the tasks /
  • Consultancy studies in the specific domain of communication between information systems: LAN-WAN, Internet and open standard protocols on messaging and directories.
  • Provide expertise in the specific telecommunication aspects regarding information systems.
  • Technical evaluations.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, good communicator.

Experience /
  • Minimum 5 years in IT.
  • Minimum 2 years experience in technical consulting relevant to telecommunication.

4.3Senior Quality Consultant

Nature of the tasks /
  • Consultancy studies on quality matters regarding information systems and IT processes.
  • Assistance and support with the preparation and validation of quality plans for building and maintaining information systems.
  • Assistance and support on service level agreements or other quality documents associated with information system projects.
  • Coaching on quality assurance regarding information systems and IT processes.
  • Carrying out quality audits and IT processes quality assessments.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, good communicator.

Experience /

4.4Quality Consultant

Nature of the tasks /
  • Consultancy studies on quality matters regarding information systems and IT processes.
  • Assistance and support with the preparation and validation of quality plans for building and maintaining information systems.
  • Assistance and support on service level agreements or other quality documents associated with information system projects.
  • Coaching on quality assurance regarding information systems and IT processes.
  • Carrying out quality audits and IT processes quality assessments.

Education /

  • Assistance and support on service level agreements or other quality documents associated with information system projects.
  • Coaching on quality assurance regarding information systems and IT processes.
  • Carrying out quality audits and IT processes quality assessments.
  • Documenting meetings, follow-up of meeting outcomes

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /

  • Ability to summarize key points of a meeting, including highly technical debates

4.6Security Specialist

Nature of the tasks /
  • Create and implement a Security Policy.
  • Advise local IT teams in areas such as risk analysis, contingency planning, IT security audit, security logs analysis, security development, protection profiles.
  • Management of the security, using standards like ISO 15408 and ISO 2700x, as well as BSI IT Baseline Protection Tool.
  • Help to set up and deploy security awareness for End Users and security training for local IT teams.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, good communicator.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.

  • Experience in carrying out complete security studies of IT Projects.

Experience /
  • Minimum 10 years in IT, including 5 years in dealing with IT security issues.

4.7Senior Analyst

Nature of the tasks /
  • Analysis of requirements and design of new information systems.
  • Consultancy studies regarding the organisational aspects of deploying IS/IT.
  • Data analysis, data modelling.
  • Cost/benefit analyses.
  • Business process analysis and definition.
  • Expertise on the migration of IS into Business environments.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, ease of communication.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.

Experience /
  • Minimum 5 years, or 10 years without university degree or equivalent, in IT, including 2 at senior analyst level.
  • Minimum 2 years experience with CASE tools.

4.8User Requirements Analyst

Nature of the tasks /
  • Production of user requirements for new information systems in a form understandable for both users and technical persons developing/maintaining the information system.
  • Interface between users and the technical team developing/maintaining the information system.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, ease of communication.
  • Ability to facilitate meetings between business and technical teams and Users.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.
  • Diplomatic.
  • Having a good balance between technical and interpersonal skills.

Experience /
  • Minimum 5 years in IT, or 10 years without university degree or equivalent.
  • Minimum 2 years experience with requirements analysis.

4.9Analyst Programmer

Nature of the tasks /
  • Detailed analysis of new user requirements.
  • Prototyping.
  • Write/maintain programs that reflect the specifications based on user requirements.
  • Assist with the testing of such programs together with the other programs making up the system.
  • Produce the relevant technical documentation and documentation for the support team.
  • Assist the support team with training the users of the system.
  • Assist with evaluating and testing products delivered by external system suppliers to ensure that they conform to requirements and methodology.
  • Participation in meetings with the users.

Education /
  • University degree (or equivalent) in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, ease of communication.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.

Experience /
  • Minimum 10 years experience in IT, including 5 as analyst-programmer.
  • Experience with CASE tools.
  • 2 years of programming experience in the required programming languages.
  • At least 2 year of experience with multi-user SQL-based databases.
  • Experience in multi-client and multi-national environments.

4.10Programmer

Nature of the tasks /
  • Preparation of diagrams.
  • Writing/maintaining programs in different programming languages.
  • Preparation and execution of test programs.
  • Technical documentation.
  • Optimising procedures.
  • Preparation of scripts for data base migrations.
  • Preparation for scripts for application installation (to be used by support team).

Education /
  • Successful training as a programmer by a competent institute.
  • Or the experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, ease of communication in technical matters.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.

Experience /
  • At least 2 years of programming experience in the required programming language.
  • At least 1 year of experience with multi-user SQL-based databases.

4.11System Administrator

Nature of the tasks /
  • Installation and configuration of server software and system components (if not done directly by the supplier of the server). Integration of servers in the local environment (network, Windows domain, DNS, etc.)
  • Monitoring of servers, incident resolution, preliminary diagnosis of software and hardware problems, co-ordination with the central IT department and with 3rd party maintenance contractors.
  • Advise local IT teams in areas such as capacity management, contingency planning, IT service continuity management, automation of repetitive tasks, security.
  • Testing functionalities.
  • Maintenance of the server procedures manual and the parts of the disaster recovery plans related to local systems and applications.

Education /
  • University degree (or equivalent), in a relevant subject.
  • If no university degree, experience should be detailed enough to show relevance of CV.

Knowledge and skills /
  • Ability to actively participate in meetings, ease of communication.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.

4.12Information Systems End User Support Specialist

Nature of the tasks /
  • End user assistance, regarding the use of information systems to carry out their tasks.
  • Assistance with organising and running in the information system installation from the end user perspective.

Education /
  • Training on the general aspects of information technology and information systems.
  • The experience should be detailed enough to show relevance of CV.
  • End-user training on the office automation tools.

Knowledge and skills /
  • Excellent communication skills are required.
  • Interpersonal skills and communication skills.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.
  • Able to use the office automation tools.

Experience /
  • Minimum 2 years of experience in IT.

4.13End User Documentation Author

Nature of the tasks /
  • Writing end user documentation for information systems in different languages.
  • Preparation of end user training in different languages.

Education /
  • Training on the general aspects of information technology and information systems.
  • If no university degree, experience should be detailed enough to show relevance of CV.
  • End-user training on the office automation tools.
  • Successfully completed training on drafting skills at a specialised institute.

Knowledge and skills /
  • Ability to participate in meetings, ease of communication in technical matters.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working are mandatory.
  • Excellent writing skills are required.
  • Able to use the office automation tools.

Experience /
  • Minimum 2 years of experience in IT.
