PARISHGARDEN UPDATE NO 4

1.I am writing to give you an update as the last one was 4thOctober 2010 and there have been four new ParishGarden holders since that date. I have printed off one copy of this update for the Notice Board. If you would like your own copy please let me know and I will hand deliver one to your home address.

2.ParishGardens– no increase in rental fees.

At the Annual Council meeting on Monday 16th May 2011 members agreed to keep the fees the same as in the previous year. Reminders of all the charges are listed below:

(The renewal date – 1st December each year)

FULL SIZE / HALF SIZE
£16.50 / £11.00
£12.50 for Over 60/65 years / £8.00 for Over 60/65 years

For your information the charges from 1st December 2001 to 1st December 2005 were £15.00 normal fee and OAP £10.00. At the Full Council meeting on 20 June 2005 the fees were reduced in half which commenced from 1st December 2005. However, at the Full Council Annual meeting dated 18th May 2009 it was agreed that the fees would be increased and reverted back to the 2001 charges for a normal Full Size fee and an increase of £1.00 for pensioners. 2010 fees are as above.

3.Notice Board. Mr Hutchinson has kindly organised a Notice Board for the Parish Garden Holders and has been requested to put in a prominent place on the Notice Board a clause to state what can or cannot be placed on the Notice Board, which are listed below:

  • Lincolnshire Police contact.
  • Gardening equipment for sale.
  • Village Information.
  • There are to be no general sell items.
  • The Notice Board is not to be used for Private gain outside gardening.

4.Tenancy Agreement. As per the details in the tenancy agreement a reminder that NO fruit treesare allowed at the ParishGardens sites.

5.Skip Hire. The Clerk arranged for the removal of materials from one of the ParishGardens area recently. It has been 2 years since the Council agreed to pay 50% towards the hire of a skip. If ParishGarden holders wish to re-introduce the Skip hire, suggested in March annually,would you please inform the Clerk who will place it as an Agenda item for the next Full Council meeting?

6.Weed Free. All land to be kept weed free.

7.Compost Heap. ParishGarden holders are reminded the designated compost heap is for the use of materials that grot down. ParishGarden holders are to take note of this request. Also if anyone witnesses the wrong materials being placed in the communal compost bin they are to inform the Clerk immediately.

8.Waiting List.There are 14 people on the waiting list. All future plots will be divided in half. There are 33ParishGardens.

The council members are in agreement because of the large waiting list that if a ParishGarden holder is unable to tend their own plot they should consider surrendering it rather than share responsibilities with existing ParishGarden holders.

9.Burial Plots. ParishGarden holders are reminded that the land at the rear of the Cemetery will eventually be used for grave plots and there will come a time when the area will be ‘out of bounds’ to vehicles. Also the gap in the hedge which is being used as an access to the right hand side ParishGardenswill be closed and a hedge put in place. The Parish Council will keep you informed of the developments over the next couple of years.

10.Portfolio holder for ParishGardens. The Parish Council have reverted back to Committees within the Council. However Councillor Mrs Julie Hill, who lives near to the Cemetery who will visit the gardens on a regular basis,will remain your point of contact for any ParishGarden matters. Contact Number 01472 503743. Any matters raised will still be required to be brought to the attention of the Full Council at their monthly Full Parish Council meetings.

As Clerk to the Burial Board and Responsible Financial Officer I will still collect the renewal payments and keep an up-to-date waiting list.

11.The Lincolnshire Best Kept village judge visited the office on Friday 10th June 2011 and I took him around all the main areas of the village. He was very impressed with the gardens and Cemetery, in deed the best ‘allotments’ he had ever seen. With the good marks from the Cemetery and ParishGardensthe village did get through to the Second Round but did not progress any further in the competition.

12.I hope you have had a successful yield of crops this year – indeed from my visits I have noticed an abundance of fruit and vegetables. I will write again at the beginning of November with the new tenancy agreements and hope to see many of you on my visits to the Cemetery over the coming weeks.
