Meeting Minutes

1 - Identify an experience NDP Writer who has a recent proven track record and comes with recommendations. Investigate the tendering opportunities to employ a NDP Writer.

First step in the process is to apply for Planning Aid Support.

Action Step – Majid to locate the necessary forms and help with filling them out.

2 – Supply each team member with a hard copy of the Horncastle and Caistor NDP’s.

After discussion – Clive Blacklock will organise the printing of the hard copies.

Action Step - Majid to supply Clive Blacklock with the master documents. Clive to print out copies for each team member.

3 - Look at the Holton-le-Clay Vision and Objective and try to organise them under more user friendly titles as used in the Caistor NDP.

Majid supplied a list of titles / heading that could be used to organise the Vision & Objectives and policies.

Action Step – Barry Clifton to try use titles and heading to organise Vision & Objectives and policies.

4 - Underground Pipelines crossing Clay Lane. Find drawings and understand restrictions due to the pipelines.

Still issues around locating drawing containing the pipeline locations. This is not considered to be a great issue. During any formal planning application the E.A. – who hold the pipeline information – will be fully involved in the planning process. There are laid down planning restriction with regard to building near underground pipeline.

5 - Talk with the Holton-le-Clay Vicar Rev Chris Woadden about the history of the village. Gather village history/heritage for the NDP overview.

Barry Clifton has made contact with Rev Chris Woadden. Chris Woadden is trying to find the info.

Action Step – Barry Clifton to keep in contact with Rev Chris Woadden and collect whatever info Chris can find.

Action Step – Clive Blacklock to talk with Andrew Gosling about info on Holton-le-Clay history..

Action Step – Clive Blacklock to look out any history info he may have.

6 - Forward Cemetery report to team co-ordinator Cllr Barry Clifton

Clive Blacklock has looked at Cemetery data to gain a better understanding of Cemetery capacity requirement for next 10/15 years.

Action Step – Clive Blacklock to document his findings and forward to Barry Clifton.

7 - Allocated Vision and Objectives - for each pair of team members to develop supporting policy's.

Discussions highlights a number of issues when trying to write the policies. Such as - It is difficult to cross reference policies, difficult to know what ELDC policy has to be referenced. Policies tend to overlap. It was agreed there is a need to get something written down on paper. Each team pair should just write down their ideas on their allocated Vision and Objectives. Do not bother over much with the formatting at this point in time.

Majid suggested using simple thought structures when thinks what to write in a policy. Such as -

Housing / Leisure / Employment or Live / Work / Play

Action Step - Each team pair to write down their policy thoughts & ideas on their allocated Visions and Objectives. Then share via E Mail with all other team members for their comments.

8 - Simon Williams/Fenwick presentation.

Team discussed this proposed presentation. Firstly the team would like to preview the presentation before it is presented to the community. Secondly the team considered it important the Benefits and Concerns Appraisal of the potential development sites in Holton-le-Clay is completed before the Simon Williams/Fenwick presentation to the community.

Action Step – Clive Blacklock to invite Simon Williams to the next NDP Meeting on 21st Jan.

Action Step – Majid to supply team with an appraisal criteria for the Benefit and Concerns Appraisal of potential development sites.

Action Step – Each team member to appraise each of the potential development sites using the criteria. This is pre-work for next meeting on 21st Jan.
