Minutes of the Holme on Spalding Moor Parish Council meeting held on Wednesday 16 December 2015 in the Methodist Church Hall

Public session, an email from Karl Sheridan was received asking for the area in front of the School to be tidied up and perhaps the red telephone box moved to the location. This is to be discussed at the January meeting
112/15 Minutes of PC meeting dated 18 November 2015 plus committee meeting for Emergency Plan and Severe Weather held on 26/11/2015 plus Special Planning meeting held on 3/12/2015, these were approved and signed by the Chairman

ü Parish Council web-site, nothing to report
ü Wind turbine Community Funds, nothing to report
ü Handyman issues, leaf blower to be purchased
ü Grant success, CCTV and street lights work have been completed, waiting for tree work. The issue of remote usage of the CCTV system is being looked at by Andrew Lee and he is waiting for a recent BT bill so he can investigate options
ü Training sessions by the HOSM First Responders are being planned in emergency first aid and defibrillator awareness and dates will be advertised in the village newsletters
ü Grapevine, Emily was congratulated on the recent edition
ü Adoption of BT telephone box Back Lane and re-siting to be discussed at the January meeting
ü Pedestrian crossing at the centre of the village, consultation will now not take place until the next financial year with implementation by the financial year end. Clerk to arrange a meeting of the fundraising committee early in the new year
ü Snowdrop Garth road adoption, still waiting but following intervention by Victoria Aitken a new line of approach is being tried
ü Cemetery, Parish Councillors confirmed that the current line of cremated remains headstones will not have a row in front of them plus email re grave paving was noted
ü Meadowfields, residents front gardens are much lower than paths causing health & safety issues, Victoria Aitken has arranged a meeting with East Riding Housing department
ü Car parking in the centre of the village, Richard Brook reported that an idea to park cars on matting on the playing field would be very expensive, the football club is doing all it can to help the parking problems on match days
ü Litter bin and doggie bag dispenser siting at junction of Spen Lane and Station Lane, a site meeting has been held with East Riding Council and siting agreed, Clerk has obtained a doggie bag dispenser free of charge and it was resolved to buy a litter bin
ü Play area, report was made on meeting with Commuted Sums Officer. Since this meeting a request for £55,500 of commuted sums money has been made to upgrade the play area, also a grant request to Tesco has been made for either £8,000/£10,000/£12,000, also a grant request has been made to a charitable trust for picnic benches for the play area and indoor bowls mats for the Bowls Club, also checking if planning is needed for the play area extension. It was reported that the Village Hall Committee is not happy with a zip wire/external gym and other equipment being sited outside the fenced play area and this will now not be pursued. Parish Councillors have been invited to the next Village Hall Committee meeting at 7pm on 13/1/2016 to discuss play provision for children and teenagers
ü Flagpole in village centre, this is to be discussed at the January meeting
ü Salt bins in the village ready for winter, it was resolved to buy a bin to be sited on Sands Lane next to the litter bin. Other sites to be considered and Meadowfields to be checked to see if a bin is already located there

Spreadsheet information to enable a decision on the 2016/17 precept was considered, two grant applications had been received and the Youth Bus application decision was deferred until the January meeting when the applicant will be invited to discuss needs. The Bowls Club application was deferred pending the results of external grant applications. A reserve fund of £6,000 was made to allow consideration of these applications and others received during the year. Tim Laverack proposed, Richard Brook seconded that the precept should be increased from £31,000 to £33,000, this was resolved unanimously and will mean an increase of £1.63 per annum for Band D council tax payers (this is 13.6p per month or 3.1p per week)

· Margaret Hobson reported that the Meadowfield road surface is poor
· Ernest Smith reported problems with a stile on the public right of way opposite the Methodist Church
· Richard Brook reported drainage problems (already reported to Yorkshire Water)
· Madge Johnson reported again a pot hole in Sober Hill Drive
· Helen Williamson reported holes in the pavement on Moor End plus a hedge overgrowing the footpath

Clerk reported the Emergency Plan and Severe Weather Plan had been updated and sent to ERYC
The Parish Council has been asked to provide a Transport Champion to arrange surveys etc to try and solve transport problems in the village
