(c) Resident asks why they cant use football goals on Hollesley recreation ground.Action: Forward letter to the football club, as goals are not owned by the council.

AG8-11/9/14 Approval and acceptance of Clerk’s T & C’s together with Job Description.

Refer to prettys item, 2.4 clerk can’t work for anyone else, must seek approval from council. Chr Driver had explained he would like this removed from the job description.

Council agreed to leave it in as a courtesy. Please check the minutes regards wages.

e) Councils response to SCDC Planning Strategy

Cllr Walker, neighbourhood plan needs to be completed. Cllr J Bishop suggests waiting till 23rd Oct meeting to consult with residents. Full council agree to keep the physical limits boundary as it is, but were open to deviations.

Action: To Invite Hilary Hanslip from SCDC to attend meeting on the 2nd October 6.45 to discuss the planning, to query Residual requirement of 0 and the physical limits boundary.

AG10-11/9/14 Allotments – to discuss the progress of water connection and tree surgeon work.

(a)Trees removed.

(b)Chr Driver reports, initial feed pipe is in, stop cock and valve to be connected. Some parts have been donated by D.Friend, local plumber. Volunteers from the council will dig the hole. Inspection of work required before fully connected.

AG11-11/9/14 Land at Mallard Way, to discuss plans with resident working party for planting

(a)Chr Driver reports that Otley College completed soil tests to the land and have provided a report for suggestions of planting. Plans to be copied to the mallard way residents, Suggestion of price for plants, suggest mallard way offer a donation towards the planting. Wait for initial plans of the land and distribute. Low maintenance.

AG12-11/9/14 HMP Warren Hill Prison, Governor Bevan. Offer to carry out free work on items taken to the workshop.

(a) Hollesley village sign repair

(b)Cllr Daly suggests road sign made for red lodge and the village. Go Slow sign to be made. Need highways approval. Council fully support. Action: Cllr Daly to do a sketch and ask the prison if they can make it.

AG13-11/9/14 Hollesley Village Emergency Plan – to collate info for residents

Action: Contact M Friend to complete and distribute.

AG14-11/914 Hollesley Parish council Employers liability insurance expires 30/09/2014 – to be renewed

£839.75 Zurich – sign up for 1 year. Council fully support Review in June 2015

AG15-11/9/14 Discuss the repair needed to play equipment – Hollesley playing field

(a) Rotten posts changed. To be checked. Action: Chr Driver to look into.

(b) Cllr Beecroft,Reports oak hill playing field fence damaged.Action: Chr Driver and Cllr Stammers to establish who owns the fence.

AG16-11/9/14 Dog waste bin – considerations to be put forward behind Oak Hill Garages

It isn’t being considered at this time as it was felt there was a sufficient waste bin provided on the playing field. Action: to inform residents and place a note in the village voices to warn dog owners to stop dog fouling in that area.

Footpath leading from oak hill garages to the park is also over grown. Residents responsibility to keep path way clear.

AG17-11/9/14 Standing orders updated regards the blogging and filming during meetings

Council support changes to filming blogging. Standing orders updated in accordance with NALC stated below:

NALC’s model standing order 3l, on page 181 of Local Councils Explained, states:

‘Photographing, recording, broadcasting or transmitting the proceedings of ameeting by any means is not permitted without the Council’s [prior written] consent.’

On 6 August 2014, the 1960 Act was amended by the Openness of Local Government

Bodies Regulations 2014 (“the 2014 Regulations”). The amended 1960 Act provides that a

person may not orally report or comment about a meeting as it takes place if he is presentat the meeting of a parish council or its committees but otherwise may:

a) film, photograph or make an audio recording of a meeting;

b) use any other means for enabling persons not present to see or hearproceedings at a meeting as it takes place or later;

c) report or comment on the proceedings in writing during or after a meeting or

orally report or comment after the meeting

AG18-11/9/14 Matters to report

(a) Cllr Coles reports shingle from the gutters is getting onto the road from hollesley to alderton, dangerous as gravel slippery. Action: Cllr Coles to Contact highways

(b) Tractors speeding through the village, mobile phones and excessive speed. Villagers are witness. Report to Andrew Warne. Skid marks on the road to be noted also. Action: Clerk to report

(c)Sewage smell at duck corner. Action: Clerk to investigate write to Anglian water regards health implications.

(d)To confirm where the footpath is for Suffolk punch. A sign needs to be put up. Slope in opposite the Suffolk punch, Action Clerk advise Suffolk punch to contact the highways

(e)Road to shingle street overgrown hedges. Letter send regards this to scdc. Wait for confirmation of map reference. Action: Cllr walker to report findings to clerk

(f)Road to the prison overgrown. Action: contact prison

(g)Cllr Stammers, bottle bank over flowing on oak hill. Chr Driver to query. Collected on a rota.

(h)Cllr Shelcot reports swallows close, no stop sign,Action: Contact highways regards stop sign.

(i) Cllr Barnard reports that litter picking hasn’t been done on playing field.

(k) Terminate G Gore employment, with effect from 11th September. Action: Chr Driver to speak to G Gore in this respect.
