NATIONAL SALARY AWARD

1.0PURPOSE OF REPORT

1.1For noting and approval.

2.0BACKGROUND

2.1NALC and the SLCC have issued the agreed pay award from 2014-2016 for local government employees.

2.2The pay increases are payable from 1st January 2015.

2.3The new pay scales are attached to the agenda set email.

2.4The parish council needs to note the new pay scales and approve the associated pay increase for the Clerk.

2.5The Parish Clerk is salaried at SCP 27.

2.6The associated pay increase is 0.27p per hour.

3.0RECOMMENDATION

3.1That the council notes the new pay scales and approves the associated pay increase.

4.0FINANCIAL IMPLICATIONS / LEGAL IMPLICATIONS

4.1Financial implications – budgetary provision is available. The increase to the end of the financial year totals £39.69.

4.2Legal implication – the PC has the power to approve the item under s 112 of the LGA 1972.

REPORT OF THE PARISH CLERK TO A MEETING OF NORTON ST PHILIP PARISH COUNCIL TO BE HELD ON WEDNESDAY 14th JANUARY 2015

PARISH COUNCIL PRECEPT/BUDGET 2015-2016

1.0PURPOSE OF REPORT

1.1For decision.

2.0BACKGROUND

2.1The Parish Council identified three budget/precept options which were discussed at a public budget meeting in December 2014.

2.2The public meeting recommended that the PC adopt option 3, representing a greater increase of the precept to enable the PC to carry out more work and provide a higher level of grant support to local organisations.

2.3Option 3 represented a precept of £42,344. This represents a Band D equivalent charge of £99 per annum.

2.4The current Band D equivalent charge is £46.71 against a precept of £18,720.

2.5The budget sheets are attached to the agenda email bundle.

3.0RECOMMENDATION

3.1That the council considers the above recommendation, receives and considers any additional grant requests and proceeds to set the precept for 2015-2016.

3.2The Parish Council is also asked to consider a process for determining the exact allocation of grant funding. It is recommended that Service Level Agreements are prepared and a working party established to meet with the organisations to agree the detail.

4.0FINANCIAL IMPLICATIONS / LEGAL IMPLICATIONS

4.1The Parish Council has an obligation to set a precept under s150 of the LGA 1972.
