HMEI Council advisory panel (CAP) report

SUMMARY AND PURPOSE OF DOCUMENT
This document presents a progress report on the HMEI CAP activities since GA-18 (Madrid, Spain, 28 September 2016).

ACTION PROPOSED

The General Assembly is invited to take the contents of this report into consideration during its deliberations.

The Council Advisory Panel (CAP) was formed in January 2014 with one re-election in 2016. CAP comprises the Council Executive Panel CEP (Brian Day, Chairman of HMEI; Alexander Karpov, Executive Secretary; Robyn Thomas, Executive Administrator) together with the 8 Council members with the following remits:

·  CAP Chair: Andy McDonald (Vaisala)

·  Membership & Recruitment: Bryce Ford (Spectra Sensors)

·  CIMO Guide: Randolph Ware (Radiometrics)

·  Tender Specifications and Training Actvities: Gerhard Pevny (Logotronics)

·  Exhibitions Oversight: Zhang Wei (China Huayun Meteorological Technology Corp.)

·  Website Development: Graham Johnson (UKi Media & Events)

·  Budget and OPEX Oversight: Foeke Kuik (Campbell Scientific)

·  WMO Expert Teams Oversight: Klaus Hirzel (Lufft)

CAP meets once per month and welcomes the inclusion of agenda items from members. These should be sent via email to the Executive Administrator, Robyn Thomas (). CAP agenda includes the most important issues of the current and long-term activities of the Association. The follow up is being implemented by CAP members and the Secretariat.

CAP Activities since GA-18 (September 2016)

·  Membership & Recruitment – Bryce Ford as Councillor with Membership & Recruitment responsibility actively coordinated activities in attracting new members (up from 129 in 2016 to 150 in 2017), policing unpaid membership fees, facilitating the management by the Secretariat membership data base and ensuring a generally healthier cashflow for the organisation to pursue its activities. Subscribing to the TendersInfo global Tender database with daily Tender notices continues to be emailed directly to members via the Secretariat. In addition, CAP has discussed a number of proposals on making changes to expand the membership and review the role of Council.

·  Membership Survey – members were asked to express their views on a variety of topics in order to give direction to Council. 43 members responded. The results are presented below:

·  Based on the Survey feedback, Council are investigating the following points:

o  How to improve the visibility of members and language capability of the HMEI website

o  How to improve the filtering and consolidation of tender alerts

o  How to promote further HMEI member/WMO member/World Bank interaction to increase public-private dialogue concerning the Global Weather Enterprise.

o  Continued promotion and expansion of HMEI membership (more than 25 new members have joined in the last 12 months)

·  Tender Specifications and Training – The Tender Specification project has moved on substantially in 2017 to the point of final draft to be submitted to WMO for approval to publish it as official WMO document. Foeke Kuik, as a consultant within this contract between HMEI and WB developed Project documentation which was submitted to the WMO for comments and approval. Gerhard Pevny finalized an excellent interactive tool as a user interface for the developed Tender specification, initially demonstrated during the TECO conference in Madrid last year. WMO and WB noted with appreciation an essential role of interactive tool for users. Further details will be presented under GA-19 agenda item 8.

·  Website Development – Following the recommendation by CAP, the credit card payment procedure is now in place, allowing members more flexibility in the way they pay subscription fees.

·  Budget and OPEX Oversight – Foeke Kuik as Councillor with oversight responsibility has provided guidance in the planning and administering of the 2016-2017 budget, put in place a monthly review of expenditure and cashflow as well as instigating a forward-looking 3 year expenditure plan.

·  WMO Interaction – the fourth annual high level consultative meeting (HLCM-4) between key members of the WMO and HMEI took place in Geneva during the WMO EC-69 meeting in May 2017. HLCM-4 discussed issues related to the implementation of Tender Specification Project, reviewed Panel Discussions held at InterMet Asia 2017 and involvement of HMEI on the EC-69 Agenda on Public Private Partnership. It is essential that HLCM-4 confirmed that the Project should be continued as a matter of priority and decided on specific actions to finalize the phase I of the project by the end of 2017. Continued joint efforts by HMEI, WMO and World Bank were highly appreciated.
