Review of Minutes from March 29, 2013 - Approvedunanimously

Presentation: Dr. Ida Sim of Open mHealth presented on her organization.

Dr. Sim is a professor of medicine and Co-founder of Open mHealth which is funded by a grant from Robert Wood Johnson foundation.

Lots of data goes from active to passive sensors. This data needs to be analyzed since it drives a feedback loop. All feedback loops propagates which enables learning versus a static healthcare system. Today healthcare data is kept in silos. There is a migration to large volumes of self reported data with higher frequency of change. Standards are needed for the integration of this data.

Open mHealth focuses on three main areas:

  • Re-use
  • Integration
  • And Innovation

Open mHealth objective is to build an architecture with re-usable software code to support open or proprietary APIs. The architecture will be modular to enable replacement or module upgrades. The focus is on data interoperability not systems. The API would extract data from the different systems.

Open Mhealth uses JASON and Concordia Schema language..see presentation for examples of code.

Data model integration would enable passing schema for validation. EHR would send data to mHealth but mHealth would not send data to EHR.

The overarching purpose is to standardize device APIs.

Presentation: Nathan Botts – US mHealth Policies.

Nathan addressed various US Healthcare related policies and their implications for mobile health.

Meaningful Use Stage 2: The following objectives have mhealth implications:

  • Objective 12Preventive Care Reminder
  • Objective 17Secure Messaging

HIPAA Omnibus: Any business touching healthcare data has responsibility to protect this data

m-HEALTH Policies under consideration:

  • FDA regulations of class 2 devices
  • APPS ACT of 2013 (Application, Privacy, Protection and Security)
  • FDA MDDS

MHWG should monitor the activities to ensure that we are developing standards that meets the requirements set forth in these different policies.

  • LMIC – Nathan Botts
    Reported good attendance, working on specific use cases forLMIC Maternal Health. Gora Datta commented on the need for a functional model based profile, which includes elements from the following sources:
  • Functional profile is needed to get and push data between EHR, PHR, and mobile devices.
  • Develop an information model to gather data
  • Jeff Brandt proposed that the team define a store and forward procedure for situations where data cannot be immediately uploaded.
