  • The minutes of the 20150609 meeting were not reviewed.
  1. “EHR Profile Designer Tool” Update on the Phase3 Project Scope Statement
  • HL7’s Executive Committee wonders:
  • Is the current Tool being used?
  • Why should HL7 be expected to fund Phase 3?
  • If stakeholders desire to use the Tool, are they willing to fund Phase 3?
  • Can the Tool be used broadly across various HL7 Work Groups?
  • Phase 3 of the Tool can be subdivided across multiple years.
  • Catherine Chronaki is interested in using the Tool, but has no funding.
  • European countries are interested in using the PHR-S FM. But are they willing to fund the development?
  • HL7 Work Groups who may be interested in the Tool:
  • FHIR Work Group
  • Mobile Health Work Group
  • Clinical Work Groups
  • The Tool amplifies the work-efforts/productivity of the HL7 Volunteer community.
  • A MAX file is available to the entire HL7 community.
  • Non-U.S. countries are interested in translation in various human languages.
  • Are new members being brought to HL7?
  • John Gachago will present the Vital Records Functional Profile to Kenya (and other African countries) soon in an attempt to introduce the concept of the use of standards in national programs.
  • The definition of new healthcare requirement categories within HL7 (e.g., care settings such as Immunizations) can be development more quickly via the use of the Tool.

Possible Next Steps: Break the Phase 3 PSS into multiple projects:

  • Functional Model Framework development
  • Two phases for the PHF-S FM
  • The PHR-S Functional Model
  • PHR-S Functional Profiles
  • Two phases for the human translation
  • Translations of the EHR-S FM R2 into human languages
  • Translations of the EHR-S FM Functional Profiles into human languages

William Goossen will create a Survey that gauges the interest in –and value of – the Tool.

  • Occupational and Industry (NIOSH) (either additions to the EHR-S FM R2 or the creation of a Functional Profile)
  • DIFF Engine Project (in the Final stage) by University of North Carolina intern (to be able to compare various Conformance Criteria during the analysis/tailoring phases of Functional Profile development

  • Make the PHFPs available to States and to stakeholders.
  • Press towards the use of the PHFPs in certifying EHR Systems.
