HHA EXECUTIVE COMMITTEE MEETING

Monday 10th August 2015 @ 7.30pm

Present: The President, Chairman, Vice Chairman, Treasurer, Steve Downham, Nicki Smith, Penny Van Berkel, David Lane, Koo Jansen and Jason Holcombe.

1. APOLOGIES

The Secretary, Chris Bond, Richard Macer, Campbell Williams, Sue Keys and Richard Barter.

2. PERSONALIA

The Chairman confirmed that the county had sent its condolences on the early death of Terry Adby, secretary of Dorset Boys and well known hockey coach to local clubs and schools. He and others would attend the funeral.

3. MINUTES OF THE PREVIOUS EXECUTIVE COMMITTEE MEETING 13h April 2015

The minutes were approved without amendment.

4. MATTERS ARISING

a Suggestions for increasing participation in hockey

The regionalisation of lower Hampshire Men’s Open divisions was under consideration by the new League Secretary but would not come to pass in the coming season.

b Junior account access

MH was still awaiting but it was anticipated shortly.

c Hampshire Open League fine structure and review of Leagues’ rules (4h)

This matter had been dealt with at the AGM when it was confirmed that in accordance with a South wide agreement, the Hampshire Men’s Open League would use the same rules as the South League. It had the right to make its own exceptions of which the only one was that a match could be awarded by the Secretary rather than be required to be played/replayed.

d Portsmouth and Southsea

It was presumed that the Secretary had informed the club of the decision on playing ineligible players.

e Blandford ineligibility for promotion

Blandford 2nd XI had finished second in Hampshire Open League division 7 but was denied automatic promotion as earlier ordained due to their 1st X1 dropping out during the season. The third finishing team had therefore been promoted. However, unusually, an additional team was needed for promotion and the Secretary used his permitted discretion to give this place to Blandford.

f Gift for retiring HOL Secretary

The county had presented him with a pair of trekking poles with the South League dealing with his hotel and travelling costs so he could attend the AGM to receive thanks for many years of service.

g South rule relating to goalkeepers in junior matches

This rule had been distributed. The chairman reported that it was likely to be revoked around the beginning of the season.

h Location of U16 Girl’s Trophy

This had been located

i Eligibility for entry to Junior Cup competitions

This had been clarified and carried through for present entries.

5. CORRESPONDENCE

There was none.

6. REPORTS

a. Discipline

There had been no change since the report made at the AGM..

b. Treasurer

The Treasurer provided satisfactory current figures.

c. Junior and Single System

A full report had been filed emphasizing the present start of the JDC organisation and the good work being done by the County administrator. The SS chairman had also been attending monthly national meetings of the talent development working group.

d. County Administrator

DL outlined the detailed work in which he was involved including 600 ladies fixtures and 4,500 for schools and youth.

e. Leagues - Outdoor

Leagues were prepared for the coming season. The Men’s Open League had seen the withdrawal of Southampton and Hamble from Division 10. The SHL secretary (RM) highlighted the declining of an entry from Jersey, mainly by Surrey which they wished to join and due to the fact that they wished fixtures home and away. There was no duty to provide as such as they were affiliated to the West.

f. Umpires

JH confirmed radios were being issued. His query concerning junior goalkeepers had been largely answered above.

g. EH & South

The Chairman confirmed the European Championships being held in London in August with a projected break-even budget. The Single System had lost another director through EH’s revolving door. ‘Technical reds’ used in the National League and involving no additional suspension would be considered in coming months but would not at the moment be extended to the rest of the game. Restricted funds meant that any new pitch grants would not be given for replacement surfaces nor for a second new pitch to clubs having less than ten teams.

The South had a new Secretary in Richard Macer.

h. Cups/Tournaments/Hampshire Day

MH reported on the current status of the various competitions for the coming season. Preliminary matches on one day would again be held on September 19th.

A venue for Hampshire Day could be considered at the next meeting but the k/o secretary was requested to check the availability of Aldershot including cost, club house and catering.

A possible separation of HHA and HHUA front pages was mooted and test pages would be available shortly.

7. MATTERS ARISING FROM THE AGM

The only one appeared to be the transfer of a cup from Petersfield to Hamble and this had been effected.

Fines for non-attendance could be agreed by the officers after the secretary provided details of first and repeat offenders,

8. COMMITTEE MEETING ARRANGEMENTS

It was agreed to continue as in recent years and to continue them at the Sporting View.

9. PRESENCE OF CHILDREN AROUND THE PLAYING AREA

Following a query, the chairman had circulated the current statement on pitch side conduct, namely :

‘Small children should not be allowed to wander freely around the perimeter of the pitch whilst games are in progress. Children should remain under the control of the parent/guardian at all times.’

This was confirmed subject to adding :

‘…who shall be responsible for their conduct and safety’.

10. SCHOOLS AND YOUTH AND SINGLE SYSTEM

It was agreed that these should become two separate committees, albeit with some common members, entitled Junior Competitions Committee and Single System Committee. Terms of reference would be drafted by the county and S and Y chairmen and put to the committee for consideration in advance of the next meeting.

11. COMMITTEE DINNER

The continuing difficulties being known to all, it was agreed to try for a date towards the end of the season.

12. ENGAGEMENT OF THE HOCKEY COMMUNITY VIA SOCIAL MEDIA

In the absence of CW this item was deferred until the next Council meeting

The meeting terminated at 9.28.p.m. and the next meeting set for one week earlier than normal, namely Monday, October 5th at the Sporting View..
