Attendance: David DeLaHunt, Russell Johnsrud, Gary Nasser, Duane Goeden, Tina Melott, Dacle Schmid Jr., and Deborah Anderson.

The meeting was called to order by Chairman DeLaHunt at 7:00 p.m. followed with the Pledge of Allegiance.

It was announced that the meeting is being recorded for clerk information only to complete minutes. After the minutes are approved the recording will be deleted.

Goeden made a motion to approve the Minutes of March 10, 2016. Nasser seconded. Motion called and carried.

Treasurer Melott presented the treasurer report. Nasser made a motion to accept report as presented. Johnsrud seconded. Motion called and carried.

Johnsrud made a motion to approve the bills as presented. Goeden seconded. Motion called and carried.

Schmid requested to add #8 under old business as “Green Acres”. Johnsrud requested to add #6 under new business as web site recommendation and discussion of Windows 10. Goeden made a motion to approve the agenda with additions. Nasser seconded. Motion called and carried.

The road report was presented by Ralph Sanquist. Roads were bladed; there was a late start this year because roads were frozen. The tar roads and intersections were swept. Crack filling has been started this week with no work being done to 169th Avenue at this time. Eight pallets of crack filling material were received. Ralph plans to start digging out holes on 169th Avenue to ready it for planned tar work. There is a spot in the road across from Hafner’s Greenhouse which needs to be fixed. There may need to be work done on the road where the hauling out was done by Offits. The persons that were tearing up the road ditches along 189th Avenue, with four wheelers, were confronted and talked to by Bob Hensel. Johnsrud wanted to make sure Fajita Loop was included on the list of roads to have chloride put on. It was included in the letter to Hubbard County Road Department dated February 11, 2016. It was noted that on Elmwood somebody cleared a lot to put in a trailer house with brush and debris still there. Ralph was asked to look at the road across from the church in Dorset, the first driveway past church, the road looks to be uneven.

OLD BUSINESS

There is nothing new to update regarding the annexation amendment with the City of Park Rapids.

It was noted that the by-laws of the Township Association were approved at the last meeting. A copy was presented to be filed.

Rob Black and Sue Tostenson (new owners of Peterka’s Scrap Metal, purchased in October 2015) informed the Board of the progress being made towards the opening of the Scrap Yard. They are working with HubbardCounty to meet all requirements. They are still in the cleaning stage. They will proceed to get a license, insurance, a drainage plan, fix the fence, and generally get all yard up to code. It was addressed that they could not reside on this parcel as it is zoned commercial. They will move their pull camper out before opening the yard for business. The plan is to be licensed and open by June 1, 2016.

The possible adoption of Field View Trail (off of Farmland Trail) was tabled to next meeting.

Previously approved contracts regarding donation requests were signed with checks issued at this meeting.

Nasser made a motion to approve Resolution #2016-01 “Contract with Hubbard County Aquatic Invasive Species (AIS) Prevention Program”. Goeden seconded. Motion called and carried. Resolution signed.

Johnsrud informed the Board that he had met with Jed regarding the work proposed for 169th Avenue. This work has been combined and submitted to MN DOT for approval. If approved, the work will then go out for bid with HubbardCounty.

It was noted that the Township does not own any land in Green Pine Acres at this time.

NEW BUSINESS

Nasser made a motion to accept contract with Mike McMorrow as presented. Goeden seconded. Motion called and carried. Schmid abstain.

Johnsrud made a motion to accept contract with Ray Ball as presented. Schmid seconded. Motion called and carried.

Ralph Sanquist will look into a vehicle to use for the township road tour. Johnsrud mad a motion to set road tour for April 22, 2016, meeting at 8:30 a.m. at the HenriettaTown Hall. DeLaHunt seconded. Motion called and carried.

Audit of 2006 claim forms, check stubs, and receipts was done by the Board. Schmid made a motion to destroy these records. Johnsrud seconded. Motion called and carried.

Johnsrud made suggestions to update the donation request form for 2017. Clerk will draft updated form and present at next meeting.

Johnsrud requested that on the web site where the road policy is named, drop the date of 2011 from the description. Melott, web master, will make this change.

Melott requested that Windows 10 update be done to computer (also to include township laptop). Nasser made a motion to updated computers to Windows 10. Goeden seconded. Motion called and carried.

It was noted that a new well was put on the property that was Gene Runnoe’s in Dorset. Zoning administrator is to follow up.

Hubbard County Township Association will be meeting at Henrietta Township Hall on the third Monday of the month, May 16, 2016, at 7:30 p.m.

Communications: Steve Green (forward to supervisors), Joe Grove re: sale of surplus (forward to supervisors), Paul Hanisch re: road drag/scraper, Leer Title payment received for special assessment, Carice Golberg-Cummins re: 2016 Assessment Study (forward to supervisors), Mary Bergman re: road by Golf Course be taken over by township (gave info to contact Russ, road supervisor), and informed caller that minutes from the meetings can be found on the web site.
